Talents are the most precious in the 21st century. How to attract outstanding talents, arrange the human resources rationally, reduce personnel's cost, raise competitiveness of enterprise,is the primary problem that enterprise's administrators consider. The creativity, sense of duty and working enthusiasm of the staff have already become important factors for the enterprise to flourish. So,the demand for a human resources administration system which powerful functions arises at the historic moment. This paper takes the development of the human resources management information system of a company as an example, describes the technical routine and the whole development procedure of the human resources management information system. For development approaches, the system introduces the prevailing RUP idea, namely,the course of development is divided to five steps systematically,including demand analysizing,outline designs,detailed designs, realization of system and tests. The method of iteration is adopted for the whole development procedure. This way solved the difficult that exchanged among expert, software designer and users, improved efficiency and quality of the system. In the course of development, the new technology of Microsoft Company-. NET is adopted. Microsoft.NET developing frame provides the basic class database entirely, the access technique of database of next generation -ADO.NET, and the technique of network development-ASP.NET, which is based on a general language.The developer can construct the network applications of next generation fast with the help of many kinds of languages and Visual Studio.NET. SQL Server 2000 has been selected as the database. The sustem carriages out the access and management of the data by creating data list,view,storage,process and trigger. This system utilizes the resources of the network sufficiently, makes the management of human resources more high-efficient and scientific and the data more accurately by optimizing and recreating the procedure of managing, to meet the demands of improving service and management level of human resource department. This will liberate the human resources department from strenuous and consuming time work, and make them put their energy to the policy work of the higher level.
