Study On Standard System Framework Of Rural Informatization And Management Platform

By integrating China's agricultural informatization with actual conditions, referring to International Classification for Standards, FAO, ISO and other international standards, learning from the standard experience in information society and information technology of the UN and U.S., this paper studied Standardization Law and Standardization Working Instructions and some relevant laws and regulations. Aimed at difficulties in procession of rural informatization such as standards inadequacy, standards confusion and standards misarrange, this paper carried out related research on the standard framework of rural informatization.The results of research are as follows:1. The paper first explained the principles of informatization standard system framework in rural areas, figured out the guiding instructions and the three-dimensional informatization standard system framework made up of rural areas (objects), informatization content (content) and standard level (level) according to the space mind of standardization which was pointed by Weierman in India.2. On the base of analyzing the content of the informatization and the areas of rural informatization, the paper decomposed the framework in terms of informatization at first, next introduced the mature tags of the informatization first categories and decomposed rural attributes in details according to the feature of agriculture.3. The paper made up the principle of extended mode and standard indexing method, it also made up standard table's format of rural informatization standard system in order to make easier for people to search standards. The attributes of the table comprised of name, serial number, code and so on.4. The paper put forward the suggestion of Rural Informatization Standard System's implementation, sametime designed and devoloped a management information system of the rural informatization standard system according to the indexing way of Standard System.This research will have a positive significance on standardizing agriculture informatization, bridging the information gap between urban and rural areas, reinforcing cooperation among departments and increasing utilization of information resources.
