Research And Development Of Evaluation System For Tianjin’s Agricultural And Rural Informatization

Information and communication technology applied in Tianjin agriculture and rural areas has made significant progress in recent years. In order to better promote development of agricultural and rural Informatization, evaluation of the level of agricultural and rural information and communication technology application, finding out the problems and deficiencies, Tianjin Agriculture Commission decided to provide agricultural and rural Informatization evaluation as a basis for public service. In2011, Tianjin Agriculture Commission issued a notice on the organization to carry out the evaluation of the level of the Tianjin’s agricultural and rural Informatization level, while launched Agricultural and Rural Informatization Evaluation project. This project was undertaken by the Tianjin Academy of Agricultural Sciences and this paper is an important part of the project. The goal of this study is to establish a secure, efficient and transparent Tianjin Agricultural and Rural Informatization evaluation platform, which facilitating county governments, Agriculture Commission branches, enterprises, Academy of Agricultural Sciences and other Bureaus to filing the form and carrying out evaluation.Based on the actual situation of Tianjin Agricultural and Rural Informatization Evaluation work, this study proposed a comprehensive and detailed system requirement, designed the evaluation platform, which divided into two systems, named investigation system and evaluation system, and then developed the two systems.The investigation system is use for county governments, Agriculture Commission branches, enterprises, Academy of Agricultural Sciences and other bureaus to fill the survey form and submit to the system administrator. Administrators can take advantage of the system to audit information on five kinds of users and conduct data management and data export.The Agricultural and Rural Informatization evaluation system is to complete the evaluation, which including four key modules. The data management module is designed for data standardization. The evaluation system management module is designed for management of Tianjin counties Agricultural and Rural Informatization evaluation system, including the management of the index system and weight system. The evaluation module is designed to control the evaluation process and calculate the results. The evaluation report generation module is designed to achieve a comprehensive evaluation results, including total score report and individual indicators chart and so on.
