File Information Technology Standard System Research

As a social systematic engineering, archive informatization must follow certain standards. However, in our nation, the lag of archive informatization standard building is just a main problem. Though a set of standards have been made for paper-based records and archives, there's still a long way to go to catch up with world advanced level in building standards for electronic records and archives management.By studying our nation's current archive informatization standards and current condition of archive informatization standard system building, it can be concluded that following problems exist: As for specific standards, some of the current standards' content becomes obsolete and some of the content of different standards is inconsistent; As for standard system building, there lack enough systematic research and overall plan, the building of standard system is not open enough, forms used to express the content of standard system are too simple. Therefore, it's imperative to carry out overall plan and systematic research on our nation's archive informatization standard building.Now, information technology (IT) comes to show some comparatively stable shape, world environment of archive informatization get more and more mature, and informatization standard system in archive-related fields is also relatively stable or in initial shape. therefore, based on systematic plan and research, following the principle of system, openness, internationalism, the goal—building a dynamic and reasonable archive informatization system—can be achieved through a certain period of concentrated efforts.Building standard system should be under the guidance of framework. By learning from research achievements about the standard framework in the fields as E-government, E-commerce, digital library and so on, a three- dimension(IT, business procedure, level and field) framework model comes into being. Take the IT dimension as main dimension, the three-dimension model can be changed into the general framework, which include main parts as general standards, information resource standards, applicable system standards, information security standards, network infrastructure standards and other management standards.
