Study On The Construction Mode Of Rural Informatization System In Developed Areas

City and countryside dual structure causes information gap, which hinders rural development. As the important method for reducing information gap between city and countryside, rural informatization plays a significant role in resolving issues concerning agriculture, countryside and farmer, balancing city and countryside development, propelling new countryside construction.After almost20years’ development, rural informatization has achieved great successes, but many problems have arisen since that time. For example, the number of rural informatization talents is small, farmers unenthusiastically participate in rural informationization, high-level responsibility organs lack of unified planning, the role of government is indefinite and so on.According to these problems, the paper from the view of rural community, investigates the current situation and development of countryside and rural informatization in Yangtze delta area, analyzes classification of rural communities and their demands for rural informatization. Referring to successful experience in rural informatization of developed counties, it respectively studies and forms technology mode, organization mode and operation mode of rural informatization, which could be the technical guidance in rural informatization system construction in developed areas.Firstly, the paper chooses15typical rural communities in Jiangsu Province and Zhejiang Province as research objects, investigates the current situation and development of rural communities and rural informatization, analyzes commonnesses and differences among these rural communities., then classifies and concludes characteristics of different kinds of rural communities.Based on these, it also investigates their demands for community management informatization, public service informatization, social life informatization.Secondly, the paper researches the development history and present situation of rural informatization of five developed countries including American, France, German, Japan, Korean, and summarizes successful experience for reference.Thirdly, the paper researches network platform, user terminal, information resource, specializes four key technologies including networking technology, access technology, database and software technology, standardization.Fourthly, the paper studies the roles of rural community internal organization elements including community service center, educational services, library and culture station, cooperation organization, enterprise in rural informatization, and makes clear the roles of external organization elements especially government.Finally, aiming for sustainable development, the paper studies rural informatization from fund, talent, system, find out some problems and comes up with solutions, and then form a great operation mode...
