| Everyday a large number of meteorological data exchange in meteorological business management and application meteorological service between China Meteorological Administration (CMA), province, municipality, county meteorological bureau. Along with internet developing rapidly, the exchanging of meteorological information by internet has been or will become among main method.Nowadays the use of Meteorological Analytical System in China meteorological system is based on the C/S pattern application. In this architectonic system, a large number of meteorological data are transported by broadcast through the satellite and ground broad band from CMA to province, municipality, and county meteorological bureau. The meteorological departments of all levels need setting system of maintenance department. So it increases difficulty and cost of system maintenance.WbMAS is implementing of basic meteorological business in Internet/Intranet. It adopts mature software technologies and tools. Such as, the system requirements analysis and design make use of UML tool of object-oriented. Web application frame choose Struts frame. Because it adopts AJAX and Java 2D with creating Web meteorological graphs. so the client feeling is becoming more fluency and continuum in B/S.The Web container opts Apache Tomcat5.0.The software development tool utilizes IDE MyEclipse.The database selects SQL Server2000.In conclusion this article first discusses technology with the system development process. Then using method of engineering science analysis requirements of WbMAS . The function of WbMAS is partitioned with UML and designing, implement.
