Agricultural Farming is one of the industries that suffering from meteorological disasters more serious, the losses caused by meteorological disasters are enormous in China every year. In order to solve this problem,it researched an agricultural planting meteorological information service system. The system provids personalized guidance at disaster prevention and mitigation for major agricultural products in Quanzhou city. This system can effectively improve the level of agricultural disaster prevention and mitigation, promote the development of agricultural economy.This system is based on the theory and method of software engineering, arounded by the entire process of system development, described a complete set of processes of requirements elicitation, system design, implementation and maintenance to physics test. Firstly, according to the situation of the project’s preliminary survey, make a preliminary description for the main function demand, and make sure the preliminary plan of the system development. Through the modeling to analyze and explaine the top-level cases and detailed cases of the system, establish the relevant dynamic model of the system, further refine system requirements. Secondly, based on analysis on demand, On the basis of demand analysis, it carried on the summary and detail design of the whole system.The summary design mainly describes the development platform, the software system structure, the detailed design focus on the system function modules and the data flow diagrams, such as static class diagram. Based on the results of system analysis and design,it describe the database of in detail, and introduced the entity relationship diagram of the system, and the structure of database table.Finally, on the basis of detailed design, combining software development techniques of system function to realize coding, and discussed the building of system index library, the manage of Meteorological products. System based on the three layers of B/S structure, the development language using.NET platform’s C# and ASP.NET, database server adopted by SQLServer2005.Finally, the system implements the following functions: Construction and management of agricultural indicators, Meteorological information management, Production and management of meteorological products, Climate Evaluation, Disaster Information Management, Basic information maintenance, etc. At present, the system has been put into use in Quanzhou agricultural management department and achieved initial results.
