Yingkou city belongs to the temperate continental monsoon climate, four seasons within the scope of the city. The rainy season and hot season are in the same period. The total precipitation is relatively moderate, with citywide average annual rainfall of six hundred to eight hundred millimeters, but unevenly distributed. Mountain rainfall more easily leads to flooding and secondary disasters. Based on this situation, Yingkou Municipal Meteorological Bureau deployed several sets of climate alarm distribution channels, to providing the public good meteorological services. However, the current weather information service mechanism is still too raw. Weather information is still stuck in the phone, fax and other documents, resulting in a lack of real-time weather information. Meteorological agencies of Yingkou don’s have a public weather service-oriented management system, responsible for arranging meteorological services and disaster early warning.Based on the actual needs of Yingkou city, we use IT technology to achieve a comprehensive meteorological service information system. After the comprehensively analysis of the current manager meteorological process of Yingkou city, fully integrated command system management, weather warning management, meteorological document management, system management, and other major modules. To achieve the public weather services to cities and counties, the system includes information collection and management of weather station data, weather warning generation and distribution, product user and user group management and services. Technically, it used a set of modern communication technology, computer technology, database technology. The system used a three-tier structure C/S model, based on. Net programming framework, using Visual Studio2012platform to complete coding, using SQL Server2008as background database. During the design process, we make full use of the software engineering modeling tool UML for system modeling description and drawing.Finally, this project using the Visual Studio integrated programming environment, combined. NET Framework and SQL Server database to develop the meteorological service system. During the software development process, we conducted a debug for each module. After the development is completed, we use the white and black box testing methods to conduct a comprehensive test. This article from the Bureau of Meteorology actual business needs, through development and testing, the system was put into trial operation. It has a stable and reliable performance. the users were well satisfied.
