Meteorological Information Management System (MIMS) is an integrated, automated information system in Meteorological Department. MIMS uses various software and hardware equipment to information collection, transmission, processing, storage, updating and maintenance, in order to improve the effectiveness and efficiency. Hunan meteorological information management system was built on September 30,2003. Early in the system construction, as a short development cycle, lack of funds and other reasons, there is not very comprehensive to security considerations. The system had serious security risk. Since the end of 2007, the system had repeatedly been attacked by hacker Trojan, which seriously affected the information release of the system.In this case, started in June 2008, Hunan Meteorological Bureau set up a meteorological network of project team. Project team analyzed and researched the system that had been built deeply, and investigated the other provinces'excellent meteorological information management system. After analysis the advantages and disadvantages of various meteorological information management system, the project team decided to comprehensive reform the Hunan Meteorological Information Management System.System transformation used the Windows2003 Advance Server server operating system, the SQL Server2005 database development system and the ASP.NET web development system. This article described the related technologies, and proposed a new practical technical route. By analyzing the system, paper set the reform objectives, and enriched the contents of the system. Under the new content planning, the paper described how to design and implement the system functional modules. In addition, the paper also compared the network topology and hardware configuration before and after the system transformation, a detailed analysis of the firewall settings and the selection of the file server.Database design is an important part of system development. This article analyzed the characteristics of various types of meteorological data, according to these characteristics, designed a more reasonable system data structure. Taking into account the industry characteristics of meteorological data, this paper introduces the key techniques of the real-time weather data collection.System security is the original intention of this transformation. This article exposed the system security risks before transformation, at the same time, illustrated the situation that the system was hacked. The paper analyzed the system's security vulnerabilities. Through the classification, this article proposed key strategies to address system security issues. This article also described the security program that will be implemented after the system transformation.In the end, this article summarized all the work of the System Transformation and Research. At the same time, the article improved the constructive views on the next step.
