Along with the unceasing development of the Internet technology, E-Learning changes human's activity of learning deeply. More and more learners are eager for more personal and intelligent ways to acquire knowledge. At the same time, a large amount of heterogeneous and semi-structured multimedia teaching resources disseminated on the network restrict the information expression, exchange and sharing in semantic heterogeneous environment. Though XML based on metadata relaxes the difference of heterogeneous metadata to some extent, it is difficult to integrate learning resources of different authors and the precision of query is not satisfying for the short of semantic. This thesis makes a tentative exploration to personal analyzing and instructing method in ontology-based E-Learning by combining ontology technology and Jena's rules based ontology accessing mechanism. It provides an analyzing and instructing mechanism facing on Semantic, in order to put forward a solution to realize E-Learning individuation. The solution can choose the fittest learning objects for different learners to fulfill their demands, and it can navigate intelligently for the learners.Firstly, the thesis introduces the development of E-Learning, and analyses the problem of the resources heterogeneity and user needs personalization in E-Leaning; secondly, it introduces the technology and application of ontology and OWL which is recommended by W3C latest, and brings up an elementary OBTM (Ontology-Based Teaching Model) to support personal application. It also presents a mechanism of semantic expressing of heterogeneous teaching resources in order to establishe the foundation for the realization of semantic access and personal application to the unstructured teaching information; next, based on OBTM, the thesis creates pedagogical rules and semantic rules. According to these rules, knowledge inferring technology can be used in the self-control of teaching content and pedagogical rules. Finally, protege3.1 was used to construct ontology. JSP, JAVA, OWL and Jena API technology were also used to realize the OBPEL (Ontology-Based Personal E-Leaning) under the Windows XP operating system.
