With the development of E-learinig,there are a lot of learning resources on the Internet, but at the same time there are also some problems, such as resource structure is too simple, lack of semantic, learning resources cannot be effectively shared and so on. The development of E-learning has been constrained seriously by these problems. With the development of E-learning, the requirements of E-learning resources management system service increasingly high. How to integrate the scattered learning resources from the distributed system; How to manage the large number learning resources accumulated in the study area, so as to user can get the resources what they want quickly; How to make full use of the network environment, implement the interoperability among different resource management systems, provide efficient high quality information resources and services for education and teaching; How to effectively organize these learning resources, describe and portray the link between learning resources. All these are urgent problems at present.In order to solve the above problems, it have putted forward a constructive solution and developed a prototype system in this paper.In this paper, it mainly discussed the following research and implementation based on ontology theory:(1)Research on the method of knowledge representation and the key technology standards of learning resources;(2)Research on ontology theory deeply, and, apply the ontology editor Protégéto build topic ontology by computer subject as an example.(3)Research on topic relation deeply, reasoning topic dependency relationship to get topic dependency relationship set by the Jena Development Kit;(4)Research on dot language, store the topic dependency relationship set to the dot file, create Hasse picture from dot file by Graphviz;(5)Explain the development process of topic ontology system and implement a prototype system;(6)Finally, it demonstrated main function of the prototype system and the main conclusions and follow-up prospects it this paper.Topic ontology management system used B/S architecture and modular design. It is cross-platform and scalability. It provides topic ontology management interface for user. Topic ontology management system implement the management of topic and topic relationship, implement the reasoning of topic dependency relationship, with the change of topic rely on relationship set generate Hass diagram. By analysis of Hasse diagram, the Hasse diagram remove the unnecessary edge, it can show the topic learn order clearly, it is important for learner to choose learning path, it is significance to construct course.
