Along with the popularity of the network,distance education continues to challenge the traditional teaching mode. Because the network teaching has the incomparable advantages, study online has become more and more popular. All kinds of online public oriented learning website emerge. But with the increasing of web users, groups of learners become more diversity and more complex. Among them, the user of the knowledge acquisition and users of their academic performance expectations are important features of the user's characters. According to the differences of the user's knowledge situation and own learning expectations, giving the appropriate learning suggestions is the important task of the online learning system.There is no doubt that our mastery of knowledge points will decay over time. So how to consider the factor of "memory" in the evaluation of user study and accurate and dynamic giving evaluation results are problems that we must face and solve when we establish a new online learning system.According to the situation above and after discussed the various memory model author of this paper proposed the Fuzzy Evaluation- Memory Attenuation model which combined the Ebbinghaus curve (memory curve) with the method of fuzzy comprehensive evaluation in view of the above situation. This model proposed a new way to accurately and dynamically evaluate the user's study. At the same time, Concept-Ontology had been created on the concepts which the user need to study. Using Jena existing ontology reasoner, and the design of inference rules, the ontology reasoning function is introduced to the online learning system. This work is mainly to solve the problem of how the learning system to give suggestions according to the desired learning and the user's learning situation.This paper designed the test method and database compatible with the above method and has made the implementation of the system.
