With the quick development of the Internet, the system of education on the net has been an important part of Internet. Also, with the idea of "whole life education" embedding deeply in human nature, more and more people study on the net. So study on net has been a necessary tool for study. However, exciting systems for E-learning almost put the resources of knowledge on the net statically, which does not suit students with different knowledge degree, which also can't offer the service for individuation and arrange content of study dynamically according to the different interests and knowledge degree. Besides, exciting systems for E-learning establish on searching engines of traditional information search technology, so it can not get rid of the limitation of semantic understanding and than with the lack of correction about the offered information for the users. Therefore, there is an imminent problem need to be deal with is that making the system of E-learning having two functions which are achieving adaptable study and offering individual service.In order to solve the defect of traditional E-learning system, and satisfy the need of the users, the paper puts forward semantic web technology and uses it in the E-learning system, in the virtue of the advantage of ontology in description of knowledge and semantic relationship and also by bit of increasingly development of query technology.On the base of deep research and discuss about the theory of ontology technology, combining with query technology, this paper devises and achieves an education system on the net for offering individual service. In this system, W3C standard OWL is chosen as the OWL description language, RDF/RDFS is the semantic labeling language, and Jena is as the main tool. Ontology reasoning and data query function is realized in this system, and a semantic query tool is successfully implemented.
