With the advent of the world wide web, with access to the modern world of information technology, we can accumulate knowledge through accessing the rich information, the trend seems to be commonplace and mainstream. In the 21st century, who have more information, that is, who has more resources. However, information is the foundation of accumulated knowledge. Modern information technology advances, so that the speed of the flow of information and liaison, information exchange rate has been the traditional and there was a tremendous difference. In such a state of society, an evaluation of national information literacy has become an important factor in national competitive potential and become the cornerstones of national innovation capabilities.Accordingly, the present researchers to the National Information literacy-oriented and interdisciplinary perspective on the theory of information, decision-making assessment theory, system theory, education theory and methodology of different disciplines such as comparative, integration and development, centering on the network environment, the literacy of information contained in the National four specific research questions, from the following four aspects of the network environment, the literacy of information theory and national evaluation studies : (1) The basic theory of national information literacy in network era; (2)The evaluation of the national information foundation literacy in network era; (3) The evaluation of the national information capacity literacy in network era; (4) The strategies of development of our national information literacy.The thesis tiered approach to the classification of national information literacy based on literacy systems, there are two parts of national information literacy: the information basic literacy and the coordination information literacy, and the information basic literacy divides into information foundation literacy and information capabilities literacy. The thesis is focusing on the basic literacy of the national evaluation of information analysis. Causation analysis models to the study of the main elements of analysis and empirical research methods for validation of the Institute and the various assumptions. Through theoretical and empirical studies, the thesis has established an evaluation system of national information literacy and a key factor in causation model in network era.This thesis is divided into six chapters:...
