The scholars at home and abroad have lifted the boom of information literacy since the concept of information literacy was put forward by Paul·Zurkowski in1974. Research contents contains the concept of information literacy, information literacy competency standards and information literacy education; the research objects involves teachers, students, migrant workers and so on. Especially the range of studies of college students is more comprehensive than other fields. The studies of college students’ information literacy are tending to theory research; the field of the empirical research is not prevalence. Information literacy competency is throughout the process of finding and raising problems, solving problems, transforming into knowledge and disseminating it in aspects of study, work and life. Information literacy competency involves information awareness, information basic knowledge and professional disciplines knowledge; problems analysis ability; information ability (information retrieval, information evaluation, information using, information fusion and information communication); information ethics (information ethics knowledge and information ethics practice).Evaluating the information literacy competency is the only way which must be passed to realize IL education. The study of the standard of IL competency evaluation was a research hotspot in library science. In abroad, the Association of College and Research Libraries, ANZIIL and SCONUL successively set up the standard of information literacy competency evaluation.. Many domestic scholars presented their views on information literacy competency standards system, but they did not set up complete information literacy competency standards system. In2005, Tsinghua University issued information quality ability index system of higher school in Beijing. It is authoritative and provides theoretical framework and sets up IL education standards. Shandong University is the leading higher school in Shandong area. Its cultivation mode to students is always the model and the reference standard to universities in Shandong.so the study of students in Shandong university will be a good sample for other universities in Shandong.According to the actual situation of Shandong University, this study sets up Information Literacy competency standards system, which contains5one-class indexes,14two-class indexes and64result indexes, at the basis of Higher school information literacy evaluation standard and higher school information quality ability index system in Beijing, and adopts the fuzzy analytic hierarchy process which combining qualitative analysis with quantitative analysis to determine the weights. This paper is aim to assess the level of IL competency of students majoring in social science, science, engineering and medical in Shandong university, through the way of questionnaire. The object involves the undergraduate and graduate students. This study compares the assessment of IL competency in different majors and different grades, and analyzes the reason of difference from the aspect of teaching plan and teaching model. It expects to master the actuality of IL competency of students in Shandong University and provides fundament of IL education. At last, It provides some suggestions for IL education.
