With the rapid development of communication technology and computer technology, theworking content and service styles have changed considerably in the university libraries inchina. Correspondingly, the comprehensive service abilities of the staff members are highlyrequired by the customers. It is obvious that the traditional working styles and technologycan not meet the requirements of the customers for the information in the internet ages. If theuniversity libraries want to adapt themselves to the development of the higher education, andkeep their self-development vigor and competition abilities, more emphases should be laid onthe construction and management of the human resources and more qualified executives andprofessionals with good qualities should be trained. The human resource plays a big role inthe development of university libraries, and it is a resource which can be exploited and canbring about high efficiency and it is also a capital which can bring about the surplus value. Inreality, the occupational reputation, social position of the libraries in China are comparativelylow, which is not attractive to the qualified, top talents and professionals. In particular, littleattention has been paid to the human resource, the labor is thought of as the cost, and theemployment mechanism to attract the talents is in short. In addition, the number of the trainedprofessionals majoring in library science can not meet the requirement in reality. All thesedisadvantages affect the development of the university libraries in China. Therefore, theuniversity libraries should establish the correct sense of value of human resources, and thecorresponding measures should be taken to promote the social positions of the libraries, andthe talents needed urgently by the libraries should be introduced. Besides, the potentials ofthe staff should be fully exploited according to the present situation of the library.This dissertation mainly consists of five chapters. The first chapter analyses thebackground of the topic;the second chapter discusses the differences between the traditionalpersonnel management and the human resource management;the third chapter particulardiscusses the necessities of the human resource management innovation;the fourth chapterputs forward some innovation measures in human resource management;the fifth chapteranalyzes the realistic significance of exploiting the existing human resource, and gives ussome corresponding measures for planning, designing and exploiting. The fourth and fifthchapters are the main chapters in this dissertation.
