University library, as an auxiliary department of colleges and universities, has abundant library resources, which is also an important information collecting and distributing center for teaching and scientific research services in colleges and universities. In the network information environment, library gradually transforms from traditional model to modernized mode. Librarian who is in charge of information processing and communication, is the key factor of the development of library business. Whether the cutting-edge information, literature and resource in today’s society can be collected and integrated, whether the most valuable content can be applied into practical teaching and scientific research, mostly depend on the development and utilization of the human resource of library. Human resource management is a significant measure to improve the comprehensive quality of librarian in colleges and universities, the key step to promote the development of library, which plays an important role in the development of colleges and universities. Therefore, human resource management of college library is a problem that we have to pay attention in the process of college management at present.Shaanxi Province has a large population and a great number of colleges and universities, however, the author, through the literature research, finds that there is little research on the human resource management of university libraries in Shaanxi Province. This paper, starting from the concepts related to the human resource management and combining with the literature research, questionnaire survey, on-the-spot investigation and other methods, studies the current situation of the human resource and management of university libraries in Shaanxi Province, analyzes the existing problems and causes, and finally introduces the modern human resource management theories and puts forward specific strategies to strengthen the human resource management of university libraries in Shaanxi Province. This paper consists of six parts:Part Ⅰ is about the purpose and significance of this paper, as well as the research status review of human resource management of university libraries at home and abroad; Part Ⅱ mainly introduces the related concepts and basic theories of human resource management; Part Ⅲ, through the summary of the relevant data in the fact database of university libraries, and the questionnaire survey and on-the-spot investigation of 10 university libraries, analyzes the status of human resources of university libraries in Shaanxi Province and the psychological state of librarians; Part IV analyzes the existing problems and causes based on the current situation of human resource management of university libraries in Shaanxi Province that is acquired through the interview with part of the university library leaders and librarians; Part V analyses and draws on the experience of the advanced modern human resource management experience of American university libraries; Part VI, based on the investigation and reference to the foreign experience, and combining with the actual situation in China, puts forward a series of concrete and targeted measures to strengthen the human resources management of university libraries in Shaanxi Province.Through this research, the current situation, existing problems and causes in human resource and management of college libraries in Shaanxi Province are expected to be understood in all aspects to propose some countermeasures and suggestions for improving HR management of college libraries, so as to provide some references for construction and development of college libraries in Shaanxi Province. This helps college libraries establish HR management systems that are scientific and reasonable and adapt to changes of times, so as to reach the goal of improving overall management level and core competitiveness of college libraries.
