Since the1990s, with the acceleration of transition about economic and society,thedisadvantaged groups have been very prominent.This phenomenon has become the mosttightest social problem. Public Library as a national cultural institutions, obliged byinformation and lifelong education services to help improve the ability of vulnerablegroups to participate in social life. Based on the analysis of vulnerable groups access toinformation is limited information on the factors and the needs of vulnerable groups onthe basis of features, from the development process, laws and regulations, resourcefacilities, services comparative analysis of the current situation of Sino-US publiclibrary services for disadvantaged groups in four fields and differences, and thensummed up the inspiration for the future of public library services for disadvantagedgroups: first, the need to establish and improve relevant laws and regulations; Second,to further strengthen the resources of the public library facilities; what’s more, shouldimprove the public library for the disadvantaged content group services; last but notleast, the overall quality of librarians to constantly improve.
