Research On Evaluation And Benchmark For E-Government Facing Management, Service And Security

All countries have made great efforts to promote their governments to access Internet since sep, 1993 when American government took initiative to implement "information highway plan". The Economic and Society Affairs Ministry of the United Nations treats the work of pushing forward the informationlization in the developing countries as their most important target in the future. From now on, as one of the largest developing country, our government also puts the construction of e-government as the key position for informationlization our government has been attaching great importance to theconstruction of informationize.Chinese e-government has been developing fast recently. All the cities in different provinces have successively established the schedule and aim for informationize. It is the final target to enhance the government's efficiency and reduce government's corruption as well as serve for the people. How to measure the function of e-government has become a meaningful research subject.Therefore, in order to evaluate and test the e-government Scientifically, reasonably, objectively and justifiably in all-round way, it is necessary to reasonably locate the role of e-government, improve the governments' credit and efficiency as well as achievement which can better guide the direction for construction of the e-government in our country, standardize the management of the e-government project, guarantee the long-lasting "vitality" and meet the public request that expected by mass for guidance of the construction of e-government in the future.This paper comes up with a new set of evaluation index system for e-government facing "management, safty, service" baseed on complete introduction of all different assessment index systems and research that author have got in this field. Furthermore model was made to analyze the index that being established with the specific sample of e-government that being evaluated for try in nanjing, zhengjiang and funing which strongly demonstrates that the whole system is complete and concise comparing with other similar ones.
