Along with the reform of the management system of China's government continues to deepen, E-government has become a vital component in government building under the promotion of the global information wave. In which the government website construction as a direct reflection of the e-government building , will play an increasingly important role in the process of informatization. It will be a great significance for enhancing the government's efficiency, optimizing the government's affair process, establishing the closer relationship between the public and the government, reducing the government's cost and setting up a clean and efficient government image. From the current situation to the website of the government at home and abroad and the government website performance evaluation, the e-government assessment of many, As for the theory of the government website performance evaluation does not mature, often be confined to the site of the technical evaluation. This thesis attempts to construct a set of systematic, scientific, effective and consistent with our objectives of the district-level government website performance evaluation systems. It will be used to measure the district websites for comprehensive levels and to guide the district-level governments' websites for construction and development.This thesis adopts theoretical research and empirical analysis, qualitative and quantitative research methods. Also gathers document analysis law, survey law on the spot, depth interview law and so on.The author holds that, in order to evaluate the performance of government's website accurately and rationally, all-around scientific index system, appropriate weighing and correct method of evaluation are indispensable. Considering the performance evaluation of government's website are multi-factors, multi-goals and complexity, the article chooses fuzzy synthetical judge model to evaluate the performance of government's website. At the same time, Delphi Method and analytic hierarchy process (AHP) are used to confirm the weighing of all level indexes, which to meet real work's needs as much as possible. At last, the article takes an example to make empirical analysis to analyze the appraisal index system and evaluated method, which be designed in article. It can be demonstrated that the index system and evaluated model that be designed in article are effective and the operation in practice is relatively simple and convenient.The article is divided into five major parts, which contains introduction, sum-up and prospects.The introduction firstly introduces the background and the significance of the selected topic, in the foundation which summarizes the domestic and foreign research literature, defines and expatiates the relevant concepts to the government website performance evaluation, and explains the main research content and the research techniques that be used in this article.In the first part, the author introduces the composition of evaluated index system of performance evaluation in district government's website and this paper chiefly introduces the basic principles that should be followed in constructing the performance evaluation system of district government's website, the method and the concrete scheme of constructing index system, which establish the performance evaluation system of district government's website.The second part has defined all grade indexes' target weight values of the district government's website performance evaluation by analytic hierarchy process (AHP).In the third part, the author expounds the fuzzy synthetical evaluation of the performance of district government's website and gave an example to confirm that the performance evaluation system of district government's website that be constructed in article is effective.In the part of sum-up and prospect, the author makes a brief illustration about the main research results in this article, then, makes brief exposition on relevant research which can be launched.The innovation in this article mainly lies in the utilization of the quantization methods, analytic hierarchy process (AHP), fuzzy synthetical evaluation and so on; has constructed a set of systematic, effective, objective, comprehensive index system of government's website performance evaluation and give an example to confirm that these index system is effective in practice.
