A Comparative Study Of Government Web Portals Of Sixteen Prefecture-level Cities In Anhui Province

Government Portal is an important part of E-government construction and is an essential way of adopting public feelings and public opinions. As a significant mechanism of responsing to the Information Age, the Government Portal is not only an important platform for the government to deal with daily affairs and government affair opening but also a vital bridge in the communication between reality and virtue, public and government. In other words, a scientifically designed, effectively proc-essed and easily used Government Portal will improve government’s working effi-ciency, completing government’s servicing function as well as constructing govern-ment ruling image on the public.While evaluating the Government Portal from the dimension of government im-age and ruling ability, another important issue appears:How to evaluate Government Portal’s professionalism? In our opinion, constructing an overall, scientific, reason-able and practical evaluation system is a significant way of checking the professional-ism of Government Portal.In sight of this, the thesis introduces "Website Perform-ance Evaluation Index System (WPEIS)". The WPEIS is based on the Content related to the Journalism and Communication and referred to the information of "Chian Pre-fectural-level City’s Government Portal Performance Evaluation Index System" which issued in 2015 by China. Besides, this thesis is also based on my long-term observa-tion and analysis of 16 prefectural-level cities’ Government Portals in Anhui Province China.Based on the above Performance Evaluation System, this thesis constructed five evaluation index:"Government Information Publicity", "On-line Office", "Govern-ment-Public interaction", "Website Function and Management", "Response and Con-cern". By applying comparative study method, this thesis makes an investigation on the Government Portal’s content and processing condition of 16 prefectural-level cit-ies in Anhui Porvince China. Then the analysis of these websites’ characteristics are analyzed and basic strategies about how to optimize the design of these websites are promoted.
