| In order to solve the problems of "journal crisis " and "access crisis " that have long been puzzling the academia, to promote the free dissemination of scientific research fruits using the Internet and to accelerate the rapid development of scientific research, a new Web-based scholarly communication approach - "open access" came into being. Institutional repository as a way to achieve open access, because of its long-term preservation and effective management of the institution's academic achievements, accelerating the free exchange and scholarly communication, enhancing the visibility of scholars and institutions, the academic reputation and public value, opens up a new academic Information access and communication mode.The ultimate goal of institutional repository is to build and share academic information resources. Researches found that most domestic institutional repositories are only to achieve the open source software localization. Although many scholars are concerned about legal, financial, manpower, motivation and other factors on the impact of institutional repository and have made some suggestions, it has not been found that a scholar studies the Information Resources Construction for institutional repository from microscopic level. If the institutional repository is supposed as "people", then the system framework as the body's "bone", and the resources stored as the body's "blood". Resources are the basis for institutional repository'running and its resources construction cannot be underestimated. While the resource construction of institutional repository is affected by factors such as laws, policies, cultural awareness, all aspects of the construction and processes of resources construction can be improved and optimized to maximize the amount of academic resources and promote their quality. This paper uses related theories of institutional repository and information resources construction as guidance, taking into account the actual situations such as the organizational structure of the Chinese Academy of Agricultural Sciences, research management of professional institutes, and research personnel information needs, then conducted the following research:①Launched a series of research, through questionnaires, expert interviews, field visits and so on, found problems in preservation and sharing of researchers'knowledge production, knowledge asset management, summed up the agricultural researchers'information demand and service requirements in digital environment.②According to the characteristics of structures and research work flow of the Chinese Academy of Agricultural Sciences, by contacting the objective reality, a "combination of top-down and bottom-up" building model is proposed. Taking systematic, standards, interoperability and sustainability as principles, a prototype of the various research institutions institutional repository is designed, and on this basis, a complete, open, practical overall service framework of Chinese Academy of Agricultural Sciences Institutional Repository is given too;③All aspects of the resources construction of institutional repository are studied innovative ly in-depth from the micro-level: the construction policies of institutional repository is formulated, and policy contents such as the content system, delivery conditions, metadata use, full text utilization, long-term preservation and copyright agreements are defined clearly so that standards and guidance of institutional repository construction and utilization are provided. Four collection modes to expand the institutional repository resources are proposed in order to emanative improve and enrich the amount of institutional repository resources using multi-access, multi-entrance and a variety of methods. Summarized the information organizations in institutional repository and related knowledge content from various angles; Construct the navigation libraries of subject field open source to provide users with navigation knowledge, and put forward a new idea to achieve related organizations and visual navigation of field open resources based on knowledge map innovatively. Propose the integration model of National Agricultural Library digital resources, and summarizes the National Agricultural Library's digital resources integration system. Specific recommendations of long-term resources preservation strategy are given too.④From a strategic mechanism, promotion, incentives, copyright protection, human team and other aspects, specific recommendations are given to expect institutional repository to have a sustainable development, and development of institutional repository is prospected finally. |
