Research On Construction And Development Strategy Of Open Access Resources Of China

With the rapid development of the Internet, communication of academic re sources is also quietly changed, and people are more inclined to get academic resources over the network.But since the late 1990 s, the "journals crisis" as well as a host of other reasons, by the academia, libraries and publishing scientific research to promote the use of open Internet access to the free dissemination a nd launch campaign to make academic exchanges.We entered a new era. The main purpose of OA is that academic achievement can spread unhindered, any researcher at any place, any time is not affected by economic conditions, equal access and free use of academic achievement. OA will help improve visibility, facilitate sharing and exchange of academic information resources, improve the efficiency of scientific research, academic exchanges will help save costs and e liminate the information gap. Especially for inadequate research funding researc hers, institutions and countries, open access can greatly reduce the cost of obta ining academic information resources. Based on the awareness of the importanc e of open access, many countries and international organizations have taken me asures to promote OA academic resources, so that OA has been vigorous devel opment.OA has been developing for more than ten years, while China OA Resour ces Building is still at the start and exploratory stage.This paper is that researc h on China Open Resources, combined with the existing research results on th e basis of.Through the network to study the status of the construction of Chin a’s current OA journals and IR.Investigate OA journals and institutional reposito ries through DOAJ, Open DOAR,COAJ,Sciencepaper Online and CAS IR GRID.Couple with the analysis of the foreign publishers Wiley and Springer BMC in OA journals’ building measures.With SWOT analysis of China open resource, c onclude that China have advantage of a lot of document resources,and tha institutions and authors recognize OA.And in a new era of open source software a s well as the rapid development of the network, providing good opportunities f or development.There are also disadvantage of tha open rsources is not high q uality, low platform, small influence and construction standards imperfect.Coupl ed with threats that China’s lack of policy guidance as well as traditional acad emic evaluation system constraints.Through the above analysis, construct SWOT matrix,and learn from foreign experience in the construction of the existing ope n source.Put forward can be established through(1)Appropriate policy suppor t.(2)Improve the academic evaluation system.(3)Strengthen the open resour ces’ quality control.(4)Enhance the open source influence.(5)Multilateral co operation.Through above strategies to build China’s open resources.
