The Study Of Institutional Repository Based On Open Access

Along with development of the science and technology, the Library and Information science has been taken a series of exciting progress to adapting the new technical development, the institutional repository that based on the open access idea is one of them. As a brand-new and no barrier academic exchange system, Open access not than can alleviate the inconvenient of academic exchange that the high price of the academic periodical and the database year by year and the publication time lag which bring for, but also can promote the academic information wide-ranging exchange and resources sharing. The institutional repository that based on open access, preserves one institution's academic output and provides the literature's access and retrieval service, and it will be the supplement of the traditionally academic exchange system. This paper primary mission is: advocating open access, found the institutional repository.The paper systematic introduces the development, realization pattern ,the domestic and foreign research and the practice progress of open access, discusses two kinds of main realization patterns of open access——open access journal and open access archives. The open access archives is mainly composed of subject repository and institutional repository. Facing the crisis of academic information acquisition, the libraries should effectively use their own academic output. Their missions should be: positively advocating open access, make more and more researchers participate open access; Pay attention, collect, reorganize the open access resources. Let the scientific researchers fully use these free resources, then the libraries reasonably use funds; Strengthens technical research of the open access, and found institutional repository. Meanwhile, introduces the definition and characteristic of institutional repository, analyzes researchers'attitudes and the reasons, then summarizes the questions which exists in the present construction: The open access idea has not be accepted by all the people; lacking the related policy support; quality control question, copyright question, language barrier and so on.After analysis of the present situation, the paper elaborated discusses the strategy of constructing the institutional repository, Mainly carries on the elaboration from following several aspects: 1. Expands propaganda, strives for the policy support. Pay attention, collect, reorganize the open access resources and causes researcher to make use of the open access resources and support open access; Using the policy leverage, impels open access movement. 2.
