Network academic information resources in scientific research job have become the important information resources that cannot be ignored. And the open access movement of booming development makes the open access, this free academic information resource is more and more big, it accounts for an increasing proportion. Open maturity resources is with its unique performance increasingly become the indispensable teaching and research work of information resources, also affecting university library resources organization and its future development.In this paper, the application of network study, first overview of open access resource concept, type and characteristics, and University library's open access resource construction significance, and select "211 project" academic libraries as respondents, University library to 211 project open access resource construction present situation has surveyed, and draw a statistical summary form.
