Open Access: One New Model Of Academic Information Communication

Open Access is a brand-new and no barrier way to transmit academic information, which advocates one kind of idea of fair gaining and sharing academic information.The paper first systematically introduces the development process, connotation and characters, domestic and foreign research and practice progress of Open Access, discusses two kinds of main realization patterns——Open Access Journal and Open Access Archives. With literature analysis and investigation,statistical analysis method, the paper explores development rules of domestic and foreign Open Access, analyzes some questions which exit in its development process, and tries hard to explore the ways to solve these questions. Then the paper analyzes the Open Access movement's influence to libraries, and libraries' proper responsibility in Open Access movement: positively propagandize to make more scientific researchers to participate in Open Access movement; collect and reorganize Open Access resources; strengthen the Open Access practice research and construct or participation construct own organization Institutional Repository. At last, the paper emphatically analyzes the necessity and feasibility, resource bases and technical force of constructing the Institutional Repository of Zhejiang University, forecasts some questions which possibly appear in the constructing process, and proposes the detailed strategies.In order to vigorously develop Chinese Open Access, related laws and regulations should be constituted to support achievements in scientific research, specially achievements of public fund subsidization to be opened access; copyright questions should be reasonable treated with to sweep clean the barrier for the large-scale Open Access movement; quality and the social identity of Open Access Journal should be enhanced to make it play same importance in the appraisal system of scientific researchers' academic level; information service departments, for example, libraries, should collect and reorganize Open Access resources, lead scientific researchers to use legally and fully these open access resources. All these measures will be advantageous in forming positive cycle between opening "saves" and "takes", thus promotion sustainable development of Open Access.
