As one of the most important media in scholarly communication, academic journals play an important role in academic exchanges and knowledge transmission, but also an important part of the library building resources. However, in recent years, the increasing price of academic journals have been one of the conspicuous problems plaguing the development of the library. A few large commercial publishers of academic journals published over a reality so that the price increase is much higher than library journals procurement requirements increase. With the global journal type increasing, quantity of library periodicals orders are almost no increase, but some libraries reduced. In some extent, this situation has affected the academic exchanges and even the spread of knowledge, it was known as the academic journals crisis. Open Access is being raised in these circumstances.Compared to the traditional publishing model, the basic feature of open access is "author pays published, readers free use," and its purpose is achieved through the wide dissemination and sharing of research results to anyone at any time and any place, from the impact of the economic situation equal free use academic results. Probing into the theory and practice of open access and studying the impact of the participants in open access is very significant to the development of open access and the library resources, which started this study.This thesis is divided into five chapters.
