The main technique of the composite system of the rain and moisture of the soil are analyzed in the paper with the help of the constructive item, which belong to the Water Conservancy Department of Henan province, of the comprehensive system of the rain and moisture of the soil. Also probed into the design and function of the composite system of the rain and moisture of the soil.The composite system of the rainfall and moisture of the soil aimed to study to solve some realistic problems that Henan province's rain and moisture of the soil could be controlled correctly and timely by the Decision-making organs and decision-makers in the business of flood control with drought fighting in Henan province, meanwhile to improve the scientific decision and capabilities in rapid-reaction. The system solved the technology problems which existed the isoline point, intersection and distortion in the geographical information system with the analysis of the regularize mesh modeling and weighted average interpolation; and the objective analysis of plane of physical quantity according to the geographical features of the rain, rivers, drainage network and district rainfall stations. It also solved the problems of the automatic rainfall isoline, isoline surface and rainstorm area in the way of B/S with the software construction of facing targets and J2EE platform and SVG. The system has large functions in which the analysis of covariance value, calculation of arbitrarily or fix district area and the rainfall, the analysis of drought. The large functions which had the extraction, analysis and reveal of data from the database,design of drawing and line,page views and isoline maps from the explorer were put together to be combined accuracy, reality and practical organically, and realized the automatic comprehensive system of the rain and moisture of the soil.
