With deep adjustment of the world economic structure,new changes have taken place in global resource and environmental issues,which has brought new challenges to the study of resource environment and regional development.For China,resource and environmental issues have become an important bottleneck restricting the sustainable development of the economy and society.The principal means of cracking the current bottleneck include promoting the development strategy of ecological civilization,promoting the high quality development path of the economy,and creating a new economic development pattern of high quality,high efficiency and high efficiency.Therefore,it is necessary to explore a different pattern of efficient development of resources in the resource environment and sustainable use of resources,and become a key topic of academic and political circles.This puts forward higher requirements for research involving the field,which is the study of resource environment carrying capacity and utilization efficiency.However,due to the different logical starting points for carrying capacity and utilization efficiency,the two are usually regarded as two independent research perspectives in domestic and foreign research.Under the influence of different bearing conditions and utilization levels,the changed economic environment meanings of the same resource environment are difficult to be reflected in a single research perspective.That is not sufficient to explain the overall situation of the provincial resource environment.The author has participated in related research,such as "Fujian Province Resource and Environment Carrying Capacity Monitoring and Early Warning Research","Fujian Province Main Functional Zoning Theory Method and Practice Research",etc.On the basis of practical research,it has a certain theoretical accumulation and perceptual knowledge of the problem.It is believed that the two-dimensional coupling between carrying capacity and utilization efficiency can solve the research problem that the comprehensive quality and utilization efficiency of regional resources and environment are difficult to quantify and contrast,so as to realize the quantitative diagnosis of the comprehensive state of regional resources and environment.Therefore,the article breaks through the traditional assumptions based on static and closed systems,and expands the scientific connotation of resource environment carrying capacity and utilization efficiency to dynamic and open systems.Build a theoretical analysis framework,on the comprehensive diagnosis of resource and environment comprehensive state,combined with biological immunology theory,production theory of undesired output,energy analysis theory and other related basic theories.The paper forms a systematic research method system,including the measurement model of the composite resource environment carrying capacity based on the originality and acquisition,the resource environment utilization efficiency measurement model based on SBM-Undesirable,and the diagnostic analysis method based on the two-dimensional coupling of carrying capacity and utilization efficiency.Three key indicators are creatively proposed,namely “contracted product”,“bearing efficiency” and “relative efficiency index”,which are used to reflect the overall level,intensity of change and relative level of the comprehensive state of regional resources and environment during the study period.The energy conversion rate and the energy value current ratio are used as a unified conversion medium for resource environment data.Through the perspective of geography,we reveal the spatial pattern and evolution process of resource and environment carrying capacity,utilization efficiency,and comprehensive state.In this way,we offer a research reference that can be assessed and quantified,and turn the resource environment into a full-element,systematic,and intelligent spatial governance.In the empirical analysis,this paper takes Fujian as an example to comprehensively analyze the natural,economic,social,ecological,environmental and other resource and environmental factors of 84 county-level administrative units,and uses the theoretical analysis framework and research methods proposed in the previous paper.Between 2005 and 2015,the foremost carrying capacity of Fujian Province increased from the coastal area of southeastern Guizhou to the inland mountainous areas of northwest Yunnan,with a higher overall level.The acquired carrying capacity mainly acts between the coastal areas of Fujian and the counties and cities with strong comprehensive strength.After the integration of the two,high-value areas with comprehensive resource and environmental carrying capacity are concentrated in the sub-central cities with superior coastal ecological environment and relatively strong comprehensive strength.In addition,comprehensive utilization efficiency of resources and environment in Fujian Province also showed a growth trend,and high-value areas tend to be coastal areas.However,it is still in the stage of relying on the input of large-scale resource environment elements to improve overall efficiency.On the whole,the overall level of the comprehensive state of resources and environment in Fujian Province has improved,but the differences between regions have gradually expanded.High-level areas are distributed along the Wuyi Mountains,Daiyun Mountains-Boping Ridge,and the ecological corridors on the southeast coast,and they continue to improve.The low-level areas are characterized by Quanzhou,and the problems of uncoordinated economic development and ecological environmental protection are more prominent.The littoral area of Fujian has become the most significant area for comprehensive changes.Finally,the types of integrated state of different resource environments are divided,according to the spatial and temporal evolution characteristics of resource and environmental carrying capacity,utilization efficiency and inclusive state of Fujian Province.Determine highest short-board factors of each type of area,and propose targeted optimization measures for the macro-management of resources and environment in Fujian Province.It has formed a good mutual confirmation relationship,between the empirical research in Fujian Province and the hypothetical analysis framework proposed in this paper.Research ideas are combining carrying capacity and utilization efficiency have definite implications for the establishment of a macro-management system for resources and environment.Systematic research method of paired diagnosis is an essential supplement to the dual evaluation system of federal land space planning.The regular characteristics of the sample state of resources and environment provide an indispensable reference for the study of resources and environment in other regions.It has opened up a new research space,in terms of the evolutionary characteristics,mechanism of action and development law of the inclusive state of resources and environment.
