In recent years,after a series of environmental protection measures have been implemented in the Beijing-Tianjin-Hebei region,the urban environment has been significantly improved.However,the contradiction between regional economic development and resources and environment is still prominent in the Beijing-Tianjin-Hebei region,which not only affects people's life and health,but also greatly restricts the sustainable development of urban agglomeration.At present,it is urgent to improve the carrying capacity of resources and environment of Beijing-Tianjin-Hebei urban agglomeration,which is related to the sustainable development of Beijing-Tianjin-Hebei urban agglomeration in the future.Therefore,it is of great significance to carry out scientific measurement research on the resource and environmental carrying capacity of Beijing-Tianjin-Hebei urban agglomeration and clarify the influencing factors of the resource and environmental carrying capacity to grasp the evolution trend of the resource and environmental carrying capacity,find the advantages and disadvantages of the carrying capacity of each city,and then promote the sustainable development of the Beijing-Tianjin-Hebei urban agglomeration.This paper firstly combs the literature related to carrying capacity,and analyzes the development status of Beijing-Tianjin-Hebei urban agglomeration based on relevant urban agglomeration theory,resource scarcity theory,complex system theory and sustainable development theory,which lays a foundation for the study of resource and environmental carrying capacity.Secondly,the evaluation index system of the resource and environment carrying capacity of the Beijing-Tianjin-Hebei urban agglomeration was constructed.The entropy method was used to measure the resource and environment carrying capacity of the Beijing-Tianjin-Hebei urban agglomeration,and the advantages and disadvantages of the resource and environment carrying capacity of the Beijing-Tianjin-Hebei urban agglomeration were quantitatively analyzed and evaluated.Furthermore,the influencing factors were selected from different levels of economic development,industrial structure,infrastructure construction,urbanization level,science and technology level,and public service level,and the influencing factors of resource and environmental carrying capacity were analyzed by constructing a panel regression model.The results showed that the carrying capacity of resources and environment in the Beijing-Tianjin-Hebei urban agglomeration showed an overall upward trend from 2009 to 2018.The carrying capacity of resources and environment is unbalanced among cities,and each city has different shortcomings in the bearing subsystem.For example,the carrying capacity of atmospheric environment is the short board in the carrying capacity of resources and environment in Beijing,and the environmental purification is the short board limiting the development and improvement of the carrying capacity of resources and environment in Tianjin.Economic development,industrial structure,infrastructure construction,urbanization level,science and technology level,and public service level are the main influencing factors of resource and environmental carrying capacity of Beijing-Tianjin-Hebei urban agglomeration.Among them,industrial structure and urbanization level are negatively correlated with resource and environmental carrying capacity,while other variables are positively correlated.Based on the empirical analysis,this paper optimize the industrial structure,the transformation of the pattern of economic development,vigorously develop urban infrastructure,improve the level of public services,to speed up the progress of science and technology,optimizing the population structure,the construction of modern urbanization system resource environmental bearing capacity of beijing-tianjin-hebei urban agglomeration of put forward the relevant countermeasures and Suggestions.
