Ecological resources and environmental issues are important problems faced by the whole world. The ecological crisis caused by environmental pollution and sharp reduction of resources threatens the sustainable development of the region. Therefore,it is of great significance to carry out relevant research in coastal areas where population activities are concentrated but the ecological environment is fragile.Taking the resources and environmental carrying capacity of coastal areas as the research object, through the case analysis of resource and environmental carrying capacity from three perspectives of coastal provinces, coastal cities and coastal counties, the types and development context of regional coordinated development stages in coastal areas of Zhejiang Province in the past10 years were analyzed.Based on the improved PS-CR-DP model and DC-PSR model as the main theoretical basis, this paper sought a new evaluation index system and judgment path of resource and environmental carrying capacity, and finally achieved the improvement and optimization of the theoretical model of resource and environmental carrying capacity evaluation method, the applicability adjustment of the coupling and coordination model of urbanization development and environmental carrying capacity in coastal urbanized areas, and the guidance and application of three-dimensional ecological footprint model in the relationship between the natural capital stock and flow in the coastal zone. This provides beneficial intellectual support for alleviating human-land conflicts in coastal areas, the actual needs of resource and environmental carrying capacity evaluation,decision-making on social and economic development in coastal areas, and scientific protection of resources and the environment. This study was also based on the need for “fine” evaluation of high-level urbanization resources and environmental carrying capacity of coastal cities, and proposed a new “step judgment” method for the evaluation of resource and environmental carrying capacity. It improves the accuracy of the evaluation data and simplifies the resource carrying capacity rating results, which facilitates retrospective analysis of impact factors and development history in actual evaluation work, which is suitable for fine evaluation and decision-making in high-level urbanized areas. The results show that:(1)From 2008 to 2017,the comprehensive bearing capacity level of resources and environment in Zhejiang Province showed a dynamic change from full load to overload to full load. The system's comprehensive contribution capacity was stable, and the contribution of positive impact factors was high. The improvement of resource support has a significant positive effect on the system's carrying level.Environmental pollution has a significant inhibitory effect on the bearing level of the system.the relative development type inside the ecological bearing system is dynamically maintained at level 2-3,which is dynamic and stable.(2)From 2008 to 2017,the comprehensive bearing status of the resources and environment of seven coastal cities in Zhejiang Province has significant regional characteristics. In terms of comprehensive carrying capacity,Hangzhou and Ningbo are the most prominent,Jiaxing and Taizhou are slightly behind,Shaoxing,Zhoushan and Wenzhou are in the middle. On the coordination level of urbanization and environmental carrying capacity,Wenzhou maintains a high level of stability, and the resource and environmental carrying capacity of Jiaxing and Ningbo lags behind the development of urbanization. But overall,in the past 10 years, the level of coordination of coastal cities in Zhejiang Province is relatively balanced, and the final resource and environmental carrying capacity score is within the range of A-to B-,which is still at the “excellent” level.(3)From 2006 to 2016,the ecological pressure in the coastal zone of Zhejiang Province increased, facing severe ecological risks and crises. The per capita ecological footprint and ecological carrying capacity have increased, the per capita ecological deficit has expanded, and the natural capital flow in the coastal zone is difficult to meet the regional consumption of resources. The urban scale, economic development level, and people's income level have a positive effect on the ecological footprint of districts and counties, and the positive influence of fishery production is increasing, indicating that the increase in the intensity of human fishery production activities has promoted the increase of ecological pressure. The influence mechanism of the principal component factors on the ecological footprint has spatial and temporal differences, and the influence mechanism of the influence factors of different districts and counties also has differences.
