In order to implement the important directives of China's territorial spatial planning and promote the important strategic deployment of multi-planning,an objective evaluation and analysis of the regional resource endowment and natural environment carrying conditions will be carried out to identify and strictly protect the resource environment and stable green ecology with a bottom-line mindset,thereby consolidating a solid foundation for ecological priority and green development.At the same time,the spatial development and protection pattern of the country will be optimised,leading to a beautiful country with green,coordinated and sustainable development.Therefore,in the context of the above-mentioned major strategy,it is of certain significance to explore the coordinated development path between the development intensity of national land space and the carrying capacity of resources and environment.Taking the whole area of Jiangxi Province as an example,this thesis constructs an index system for evaluating the spatial development intensity and resource and environmental carrying capacity of each city,and measures the comprehensive evaluation level of the two systems for a total of 15 years from 2004 to 2018 and the differences in the levels of the corresponding subsystems of each city;then measures the coupled coordination and relative development levels of the two systems based on the overall comprehensive evaluation,and carries out the divergence level in both time and space dimensions This is followed by a typology of cities based on their coupled coordination and relative development levels,with specific policy recommendations for each type,and finally,overall recommendations for the coordinated development of spatial development intensity and resource and environmental carrying capacity of the national territory.Throughout the text,the main conclusions are sorted out as follows.(1)During the period 2004-2018,the comprehensive level of spatial development intensity of land in cities in Jiangxi Province showed a fluctuating upward trend,while the comprehensive level of resource and environmental carrying capacity continued to fluctuate and develop within a reasonable range.The level of spatial development intensity of cities in Jiangxi Province is negatively correlated with the area factor,and the rate of change is generally low and within the international warning line of 0.3.Meanwhile,the degree of spatial development subsystem has the greatest influence on the comprehensive level of spatial development intensity;the comprehensive level of resource and environmental carrying capacity of cities has continued to fluctuate over the past 15 years,and the interactive fluctuation of the three subsystems is more obvious,and cities in the period of rapid economic development and resource-consuming cities have weaker resource and environmental carrying capacity,showing fluctuating decreasing levels.(2)Based on the evaluation of the comprehensive level of the two systems,the coupling and coordination level of the spatial development intensity of land and resource and environmental carrying capacity of Jiangxi Province shows an overall increasing trend,while the relative development level of more cities shows a level of carrying capacity that is better carried.The spatial distribution level is generally stable,and the coordination between the two systems shows a trend of better development of cities in the north to a gradual increase in the development level of cities in the southwest.The relative development levels of all 11 cities correspond to the development intensity or carrying capacity lagging development type,and the cities with lagging development intensity account for the highest proportion in the province,reflecting the better level of ecological maintenance and green development in Jiangxi Province,with the spatial distribution showing that the north,northwest and south are the most affected,and the interaction between the protection and development ends is obvious.(3)The development types of the spatial development intensity and resource and environmental carrying capacity systems of cities in Jiangxi Province are in the transitional development category as a whole,and the three development types and their specific policy recommendations are: primary intermediate coordination-cities with lagging development capacity should pay urgent attention to resources and environment,strictly adhere to the development boundary and promote green development of industry and economy;the transitional coordination disorder-cities with lagging development intensity should focus on Cities with dysfunctional transitional-lagging development need to pay attention to environmental protection while adjusting their industrial structure for their own development;cities with dysfunctional transitional-lagging development need to drive both territorial development and resource protection,actively maintain the natural ecology and the economy needs to be developed intensively and optimally.In addition,based on the coupling and coordination of the two systems and the spatial differentiation of the relative development levels,three overall development recommendations are also proposed for the whole Jiangxi province,namely,optimising the development layout and building an orderly national territory;high-quality green development of resources and environment;and promoting win-win cooperation between spatial development and resources and environmental protection,so as to promote the community of destiny between human beings and nature.
