With the globalization of economy, the enterprises in China are facing severer competition and the key is human resource. The urgent problem is how to achieve the human resource sharing among different enterprises. With the experience of developed countries in human resource management, the present dissertation makes a deep comparative research on the problems of human resource sharing among enterprises and provides the scientific sharing model, theory and methods in recognization, using and sharing of enterprise human resource.There are four parts in the dissertation. In the first part, the problem of human resource sharing and relative theories is brought forward. An analysis is made on the problem of human resource sharing and the present relative researches. In the second part, the human resource model of decentralized workflow system is constructed. Through an in-depth study on the existing decentralized workflow system, which supports the dynamic cooperation, a new system is given to promote the human resource sharing among enterprises. With the database technology, the staff ability management information system for dynamic workflow system is established. Moreover, with the method of theoretical analysis and computer modeling, the enterprise human resources sharing model is set up, which is on the base of the new discovery algorithms of human resources and enterprise human resources, which are respectively based on web community and dynamic workflow system, and the two new systems mentioned above. In the third part, a case study on human resource sharing was made. It analyzed the human resources sharing problem in the metallurgy manufacturing industry in Hebei Province with the established model of web community, discovery algorithms of human resources and dynamic workflow system. Furthermore, the proper dynamic-cooperation-supporting decentralized workflow system for Beijing, Tianjin and Hebei areas is put forward. The fourth part is the conclusion and prospect of the research.The main contributions of the present dissertation are as follows:(1) A new dynamic-cooperation-supporting decentralized workflow system is supposed. This new system could solve the problem of resource sharing effectively, use the resource reasonably and frugally, and help enterprise to increase the productivity. (2) The Workflow and management information system is set up on the base of data bank technology(3) A new resources discovery method based on the dynamic resources expression method is given, which could accelerate the correspondence among different source work teams.(4) A proper model of workflow systems are established to improve the sharing of human resource, knowledge and information in metallurgical industry in Hebei Province.
