Modern publishing industry is the major section of cultural industry, which is indispensable to the economical development as well as the social development. Originating from the characteristics of publishing enterprises, this study, based on the core competence theory of publishing enterprises, provides systematic theory research and empirical analysis as to the identification, evaluation and cultivation of the core competence of Chinese publishing enterprises.Activity analysis method is applied in this study, while questionnaire survey is conducted based on the analysis of the production of publishing products as well as the process of its value, which lead to the writer's conclusion that the core competence is a comprehensive ability which consist of project selection and design ability, the conducting ability of publication, marketing ability, brand -building ability, cultural condensing ability, technology innovation ability and human resource. These elements of core competence are arranged with level and interact with each other. At the same time, the study also research on the respective weight of these elements in the company through the method of scoring by experts.Based on the identification of the elements of core competence of publishing enterprises, evaluation index system and criterion are established in this study r. By using these evaluation index system and criterion, a questionnaire survey is conducted among 59 publishing enterprises on the relation between the core competence and company performance in China, which prove to be that the evaluating result is in the accordance with its performance on the market. Apart from that, this study discusses the relation between the core competence of publishing enterprises and its enterprise performance, in which a positive correlation is found. However, the influence of specific element varies in different companies, which manifests that the core competence is a comprehensive ability.This study provides polices and suggestions, based on the theories concluded and empirical research, on the cultivation of publishing enterprises core competence by using the fermentation process and value chain principles.
