The core competence of Public Archives plays an important role in achieving its sustainable development. The meaning, the growth mechanism, and the dynamic cultivation of the core competence are closely related to the development of Public Archives and the archival undertaking. Our study identifies the core competences of Public Archives, from the angles of its service functions, its user’s demands, and its long-term objects. The analysis shows that the ability to offer fair service is the core competence of Public Archives, it’s driven by the library’s resources, technologies, talents and managements; and the dynamic characteristic of the core competence appears along with the rapid development of information society and the big uncertainty of user’s needs. We explained the dynamic evolution process in detail using DYNAMO language. The process includes five stages:the survival stage, the growth stage, the development stage, the strengthen stage, and the improvement stage. The intensity of the core competence is gradually increasing in those five stages until it hits the expectation. Based on the relation between the dynamic evolution process and the intensity expectation, our study proposes a dynamic strategy to cultivate the core competence of Public Archives. The key points of our study are the growth mechanism and the evolution process of the core competence, which contribute a lot to the better cultivation of the competence.Based on huge amounts of studies related to core competences, we explored this topic in the field of Public Archives. Cultivating the core competence helps to expand the development space for Public Archives, to strengthen its advantages, and to achieve its sustainable development.
