Development of information & network technique makes it changed deeply the way that the government organs posses, produce, use and convey messages. This puts forward higher, newer request on the government's management level and quality of service, Electrification of government affairs or Electronic Government (E-Government) naturally becomes inevitable requirement of our society to the government affair reformation. E-Government is classified as the first among 5 applications of "Information Superhighway" that countries all over the world advocate actively. The construction of E-Government becomes one of the signs to evaluate the world's new-round public administration reformation and one country or one city's competitive force.In this digitalized world, knowledge and intelligence become the basic factor to promote the society. Human world has already entered the era of knowledge economy based on knowledge. Knowledge existed in forms as data, information, experience, creativity, etc. and knowledge worker become the new key competition element. How to manage and use knowledge effectively influences the essential competitive force and long-term development potentiality of an organization directly. Knowledge management (KM) is the most important work in the knowledge economic.Government of any country usually represents the biggest "enterprise". Government is the biggest owner, producer, user and conveyer of social information resource, knowledge resource. Construct E-Government system based on KM has been the trend of the times already. The U.S. E-Government strategic research report points out clearly: Use the best practice of business circles, such as KM, etc. in E-Government construction.The dissertation based on several important projects and scientific research projects in Taiwan and mainland area has definite application background and practical background. The aim studied in this dissertation focus on technique resolving and realizing E-Government system based on KM, The purpose of this dissertation is to enable the organization and organization worker receive individualized knowledge and information at right way in right time, enhance the co-operation and workflow automation inside an organization, make it easy for knowledge releasing and sharing, make the organization internal knowledge and experience inherited and accumulated to become important knowledge assets of an organization. The achievements of this dissertation have not merely practical value and technology spreading value, but also certain market prospects. Then made further analyze to the relation between E-Government and KM, Proposed an extendible, reusable, supporting distributed and differential platform application framework of E-Government based on KM.2. Proposed, designed, developed Web-based self-adaptive spreadsheet system (E-Form). E-Form is an electronic spreadsheet system that installed on server side, used for randomly establishing Web spreadsheet and capable of automatically process spreadsheet data.4.
