In the field of E-government, with the rapid development and the rapid popularization of network technology, web services technology has become one of the focuses of the current research. The technology uses XML as the standard format of a file-sharing between different platforms and different systems. It is also able to be integrated with other services technologies. Currently there are more and more available services on the network and the composition of existing web services can bring additional benefits for enterprise. Based on this situation, researchers put forward the concept of service composition to integrate with the existing web services. In real applications, as the lack of semantic reasoning on services composition, it does not meet adequately the needs of users. In response to this problem, the author has constructed E-government system framework of knowledge management based on ontology and principles, trying to meet the real needs of users. The main work includes:(1) This paper analyzes the service on the field of E-government, uses OWL-S language to describe the service and creates Ontology that can express the service.(2) This paper analyzes the service ontology on the field of E-government that has been constructed, uses the reasoning mechanism of JESS expert system to carry out the semantic reasoning on the service and allows the service that the users need to conduct automatic composition in order to ensure that users can quickly find a suitable service.(3) According reasoning results, a services composition document in BPEL4WS format that the users need has finally come into being. It allows the users to use this service composition.The innovation of this paper is that it tries to do research on the services composition technology using the semantic reasoning in the field of E-government. In the process of the service composition, we add in the relevant semantic information, so that it enables the users to adapt to meet their own needs. Through the above improving measures, efficiency of the service composition has been greatly increased.
