| The twin-city economic circle in the Chengdu-Chongqing region(hereinafter referred to as the Chengdu-Chongqing Economic Circle)is China’s fourth growth pole after Beijing-Tianjin-Hebei,the Yangtze River Delta,and the Guangdong-Hong Kong-Macao Greater Bay Area,and is a major layout of the national development strategy.Under the innovation-driven development strategy,promoting the synergistic development of the Chengdu-Chongqing Economic Circle will lay a solid foundation for the high-quality development of China’s economy.An accurate understanding of the policy on innovation-driven and high-quality development in the Chengdu-Chongqing Economic Circle will help target and customise the action plan for innovation-driven and high-quality development in the Chengdu-Chongqing region.Constructing an objective and accurate network of technical keywords for innovation-driven and high-quality development in the Chengdu-Chongqing Economic Circle is conducive to accurately grasping the synergistic effects of the Chengdu-Chongqing Economic Circle and promoting the high-quality development of the Chengdu-Chongqing Economic Circle.This paper focuses on the innovation-driven and high-quality development policies of the 15 cities in Sichuan Province and the whole area of Chongqing Municipality in the Chengdu-Chongqing Economic Circle as the research object.Firstly,to address the shortage of quantitative analysis of the innovation-driven and high-quality development policies in the Chengdu-Chongqing Economic Circle,a quantitative analysis of the innovation-driven and high-quality development policies in the Chengdu-Chongqing Economic Circle from 2015-2021 is conducted using a multi-source fusion of big data methods such as data mining,cluster analysis and social network network analysis;secondly,to address the policies,the relevance of the technical keyword networks in the innovation-driven and high-quality development policies of the Chengdu-Chongqing Economic Circle was examined using QAP correlation analysis;finally,a coupling coordination evaluation model was introduced to construct a coupling coordination model of the innovation-driven and high-quality development systems of the Chengdu-Chongqing Economic Circle,and the coupling coordination degree of the innovation-driven and high-quality development systems of the Chengdu-Chongqing Economic Circle was analysed The results of the study show that The results of the study show that:(1)the innovation-driven and high-quality development policies of the Chengdu-Chongqing Economic Circle generally have the characteristics of highlighting innovation and development;the industry domination is more inclined to the service industry;the transformation of the manufacturing mode has become the focus of government policy orientation as well as the attention to key core technologies.(2)There is a significant interaction between the technology keyword network of innovation-driven and high-quality development policies in the Chengdu-Chongqing Economic Circle;the policies are consistent in most key core technology breakthroughs,and the Chengdu-Chongqing Economic Circle can coordinate with each other in terms of innovation objectives to promote high-quality development.(3)The system coupling and coordination between the innovation drive and high-quality development in the Chengdu-Chongqing Economic Circle has been on an increasing trend from 2011 to 2020,and the system coupling and coordination is currently at a high level of coordination,but it has not yet reached the highest level of coordination.In response to the above findings,relevant policy recommendations are put forward to promote innovation-driven and high-quality development in the Chengdu-Chongqing Economic Circle to a higher level of coordination:(1)Take strategy as a guide,accurately position the focus of innovation in the Chengdu-Chongqing Economic Circle,promote the integrated development of advanced manufacturing and service industries,vigorously develop the digital economy,and help breakthroughs in core technologies.(2)Improve the level of technological innovation to promote regional synergistic development in the Chengdu-Chongqing Economic Circle,give full play to the guiding role of core cities,build their respective comparative advantages among different cities,and enhance the technological innovation system of the Chengdu-Chongqing Economic Circle.(3)Building the innovation ecosystem needed for innovation-driven high-quality development should start with the innovation activities of the government,enterprises,universities and research institutions. |
