| "The 14 th Five-Year Plan" has made clear plans for the development strategy of urban clusters.In order to achieve the medium and long-term development goals and create broader development prospects on limited land space,it is necessary to fully develop and utilize the economic effects of urban clusters generated by the coordination and linkage between cities.To make the Chongqing region the "fourth pole" of China’s economic growth is a major national strategy to lead high-quality development and optimize the spatial pattern of economic growth,as well as an important grasp to promote coordinated regional development.Chongqing and Chengdu,as the absolute centers of the economic circle,need to play a leading role in supporting,strengthening inter-city linkage and stabilizing the periphery for mutual development.The problem of mutual constraints between rapid economic growth,social resource sharing and ecological and environmental pollution has become more and more serious.Facing the urgent needs and the outstanding disadvantage of backward development,how to take into account the coordinated development of economic,social and environmental subsystems in the twin-city economic circle of Chengdu-Chongqing region has become an urgent problem to be solved.In this paper,we take 18 cities in Chengdu-Chongqing twin-city economic circle as the research objects,scientifically construct an evaluation system of economic-social-environmental coordination with regional characteristics,scientifically measure and analyze the current situation of economic,social and environmental development quality of 18 cities in the economic circle,use the entropy value method to determine the index system weights,and evaluate the comprehensive development level of the three systems of each city in the region based on the optimal coupling coordination model.The evaluation is carried out to analyze the coupling and coordination evolution process of the twin-city economic circle from the time-series dimension and spatial dimension.The research results show that.(1)The overall economic and social development level of the twin-city economic circle in Chengdu-Chongqing region has been improving year by year,but the development between cities is unbalanced,and the environmental development level varies significantly.In the past decade,the economic development volume has expanded to three times of the original level,but the growth rate shows a decreasing trend,and the regional development is uneven,with a large gap between the core and peripheral cities;the industrial structure has been adjusted and optimized,with the secondary industry rising first and then falling,and the tertiary industry increasing.Chengdu and Chongqing maintain the "three,two,one" type of industrial structure,while the rest of the cities show the "two,three,one" type;Chengdu has the highest per capita income of urban residents.In terms of social development level,the urbanization rate of Chengdu-Chongqing twin-city economic circle is growing slowly,and social public resources are increasing year by year,while the distribution of science and technology innovation factors in Chengdu-Chongqing region shows a "fracture zone" or "collapse zone".The greening coverage of Chengdu-Chongqing twin-city economic circle is steadily increasing,and the emissions of industrial "three wastes" are decreasing with time.(2)In terms of economic,social and comprehensive development levels,the twin-city economic circle of Chengdu-Chongqing region shows the spatial characteristics of "high center and low surroundings" with the twin cores as the center and the environmental development levels are not significantly different.In the overall regional perspective,the comprehensive level index of Chengdu-Chongqing twin-city economic circle shows a decreasing trend year by year,while the economic and social levels remain stable,and the lagging environmental development becomes a key factor affecting the improvement of the comprehensive development level.From the perspective of four regions,the average value of comprehensive,economic and social development indexes of twin-city economic circle in Chengdu-Chongqing region is ranked as follows: twin-core region > southern Sichuan region >plain economic region > northeastern Sichuan region,and the average value of environmental development index is ranked as follows: plain economic region > twin-core region > southern Sichuan region > northeastern Sichuan region.(3)The economic-social-environmental coupling coordination of the twin-city economic circle in the Chengdu-Chongqing region has been in the light coupling type,good coordination-coordination category in the time dimension,and presents different spatial distribution structures in the spatial dimension.2011～2015～2019,from the time dimension,the coupling coordination of the regional complex system economic-social-environment in the twin-city economic circle in the Chengdu-Chongqing region has been in the light coupling type,good coordination-coordination class,and the coupling degree and coordination degree all show a decreasing trend.The coupling coordination degree class shows a strong positive correlation with the development level of comprehensive urban evaluation,and the standard deviation of the coupling coordination degree values in the three years shows certain cyclical fluctuation characteristics.From the spatial dimension,the cities in the high quality coordination category are only Chongqing and Chengdu,the cities in the good coordination category are concentrated in southern Sichuan and the plain economic zone,the cities in the comparative coordination category are concentrated in the central axis "collapse zone" and part of northeastern Sichuan,and the cities in the basic coordination category are far from the radiation center of the twin cores,showing a general pattern of Chongqing-Luzhou-Yibin The cities in the basic coordination category are far away from the radiation centers of the twin cores,and the overall distribution pattern of Chongqing-Luzhou-Yibin,Cheng du-De yangMian yang is spread outward.The coupling degree level interval shows the opposite difference from the coordination category,and the highly coupled cities are concentrated in the middle zone of the twin cores,showing a spatial distribution structure of "middle-periphery" with decreasing gradient.Finally,based on the previous analysis,we propose policy recommendations for the coordinated economic-social-environmental development of the twin-city economic circle in the Chengdu-Chongqing region. |
