Study On The Influence Of Digital Economy On High Quality Development Of Chengdu-chongqing Twin City Economic Circle

The report to the 19 th CPC National Congress clearly pointed out that China’s economy has shifted from a stage of high-speed growth to a stage of high-quality development.The Report to the Party’s 20 th National Congress once again made it clear that high-quality development is the primary task of comprehensively building a modern socialist country.An important part of high-quality development is to adhere to the theme of promoting high-quality development,build a regional economic layout for high-quality development,and promote coordinated development among regions.At present,digital technologies such as the Internet,big data and artificial intelligence are changing with each passing day.China’s economic development level and quality are further improved through quality change,efficiency change and dynamic change,providing an important engine for high-quality regional development.Since the Sixth Meeting of the Financial and Economic Commission of the CPC Central Committee on January 3,2020 made a major decision and plan to promote the construction of the Chengdu-Chongqing Twin City Economic Circle and build an important growth pole for high-quality development,the construction of the twin City Economic circle in the Chengdu-Chongqing region has made steady progress.Located at the junction of the Belt and Road Initiative and the Yangtze Economic Belt,the ChengduChongqing region connects the east with the west and runs from the north to the south.It is playing a supporting role in promoting the development of the west in the new era,playing a leading role in jointly building the Belt and Road,and playing an exemplary role in promoting the green development of the Yangtze Economic Belt.Therefore,promoting the high-quality development of Chengdu-Chongqing twin city economic circle is of great significance to the coordinated development of regional economy in China.This paper takes Chengdu-Chongqing twin city economic circle as the research object and analyzes the influence of digital economy on the high-quality development of economy.First of all,this paper combs the research background,brings out the research questions and expounds the research significance;Secondly,on the basis of literature review and existing research results,related concepts are defined.Combined with literature analysis and theoretical basis,the influence mechanism of digital economy on high-quality economic development is analyzed.Secondly,the paper analyzes the status quo of digital economy and high-quality development of the twin city economic circle in Chengdu-Chongqing area,constructs the evaluation index system of digital economy and high-quality development level of the economic circle in Chengdu-Chongqing area,and uses entropy method to measure the digital economy and high-quality development level of the economic circle in Chengdu-Chongqing area;Then,according to the comprehensive index of digital economy and high-quality development level of economy,four control variables including population density,economic development level,opening-up degree and government intervention degree were added,and the individual fixed effect model was used for empirical analysis.Finally,based on the results of measurement analysis and empirical analysis,this paper summarizes the research conclusions and puts forward countermeasures and suggestions.The results show that:(1)Measure analysis results.From the comprehensive score of digital economy,the development level of digital economy is generally improved during 2011-2020,indicating that the regional digitalization degree of ChengduChongqing twin city economic circle is gradually deepening.From the comprehensive score of high-quality economic development,during 2011-2020,the comprehensive score of high-quality economic development of cities in Chengdu-Chongqing economic circle increased on the whole.(2)Empirical analysis results.According to the estimation results of model regression,the digital economy of Chengdu-Chongqing Twin City Economic Circle has a significant positive impact on the high-quality economic development,which indicates that the digital economy can effectively promote the high-quality economic development of Chengdu-Chongqing twin city economic circle,and the estimation results of the model are robust.Heterogeneity analysis is to regression the high-quality development level of the economy by the digital economy dimension.Among them,digital infrastructure,digital industry development and digital inclusive finance are all significantly positive at the 1% level,indicating that they promote the high-quality development of the economy.The coefficient of development environment of digital economy is positive,but not significant.The possible reason is that the index of development environment of digital economy constructed in this paper includes the proportion of science and technology expenditure in local general public budget expenditure.Science and technology expenditure has a time lag from input to output,so it has no obvious effect on high-quality economic development in the short term.According to the results of measurement analysis and empirical analysis,in order to realize the high-quality economic development of Chengdu-Chongqing twin city economic circle,this paper puts forward the following countermeasures and suggestions:(1)accelerate the construction of digital infrastructure;(2)Strengthen the construction of talents in the field of digital technology;(3)Accelerating industrial digital transformation and upgrading;(4)Intensify policy innovation in digital economy.
