As a new business form of foreign trade with the most vitality and potential for development,cross-border e-commerce is not only an important manifestation of the digital economy,but also an important pillar of China’s foreign trade development,an important way for enterprises to carry out foreign trade,and an important carrier for promoting economic globalization.In recent years,China’s cross-border e-commerce has developed rapidly,and the market has maintained a rapid growth momentum,with an average growth rate of more than30% for three consecutive years.During the COVID-19 epidemic,China’s cross-border ecommerce has shown strong vitality and resilience in foreign trade due to its characteristics of online trading and non-contact delivery,and has become an important tool to stimulate domestic consumption and stabilize foreign trade.At the same time,in order to break the barriers of global trade inefficiency,tap into the development potential of cross-border trade,countries actively participated in the Trade Facilitation Agreement,steadily promoted the implementation of various measures of trade facilitation,which achieved good results.However,due to the diversity of trade facilitation measures and the different levels of economic development of countries,the corresponding level of trade facilitation will vary greatly.According to the current trade facilitation level of different countries,how to effectively promote the development of China’s cross-border e-commerce export through policies and measures is worthy of in-depth study.This thesis takes the scale of China’s cross-border e-commerce exports as the research object,attempting to analyze the relationship between trade facilitation in partner countries and the scale of China’s cross-border e-commerce exports.Firstly,this thesis sorts out and comments the existing research results on trade facilitation,cross-border e-commerce exports and the relationship between trade facilitation and cross-border e-commerce.Secondly,this thesis introduces the relevant theoretical basis,and analyzes the influence channels of trade facilitation on cross-border e-commerce from four perspectives,namely,the direct impact of trade facilitation on cross-border e-commerce exports scale,the impact of trade facilitation subindicators on cross-border e-commerce exports scale,the impact of trade facilitation on crossborder e-commerce exports scale through cost reduction effect and the impact of trade facilitation of different types of countries on cross-border e-commerce exports scale.Then,panel data of China and 90 trading partners from 2009 to 2019 are selected,five first-level indicators and twenty second-level indicators are used to build a trade facilitation evaluation system,and the level of trade facilitation of partner countries is estimated.Based on the calculation results,the overall situation of trade facilitation is analyzed.At the same time,the thesis introduces the current situation of China’s cross-border e-commerce exports from four aspects: the scale of export trade,the pattern structure of export trade,the structure of export commodities and the distribution of export destinations.Finally,the Gravity model is used to empirically analyze the impact of the total indicators and sub indicators of trade facilitation of partner countries on China’s cross-border e-commerce export scale,and further analyzes the heterogeneity of the overall indicators and sub-indicators of trade facilitation in different regions,different levels of economic development and different income levels.Meanwhile,the mediating effect model is used to test whether trade facilitation can have an impact on the export scale of China’s cross-border e-commerce through cost reduction.The research results of this thesis show that: first,the current level of trade facilitation of trading partner countries is uneven,with great differences.Second,the improvement of trade facilitation helps promote the scale of China’s cross-border e-commerce exports.Third,there are differences in the impact of trade facilitation sub indicators on the scale of China’s crossborder e-commerce exports,among which,the promoting effect of e-commerce information technology is the strongest,followed by that of customs environment,financial services and infrastructure,and the regulatory environment is the weakest.Fourth,through the mechanism test,it is found that trade facilitation can promote the export scale of China’s cross-border ecommerce by reducing net trade costs.Fifth,there is heterogeneity in the impact of trade facilitation levels on China’s cross-border e-commerce export scale among countries with different locations and income levels.Among them,trade facilitation in the Americas,Europe,Asia,middle-income and high-income countries has a strong promoting effect on the scale of China’s cross-border e-commerce exports.Based on the above conclusions,this thesis proposes that China and its trading partners should strengthen infrastructure construction,improve customs clearance environment,perfect regulatory environment construction,boost crossborder financial cooperation,attach importance to the development of information technology,create policy opportunities and make good use of policy opportunities to promote the export of cross-border e-commerce enterprises. |
