With the popularization of Internet technology and the deepening of trade globalization worldwide,cross-border e-commerce has rapidly become a hot trade form.At present,with the increasing popularity of the Internet in China and government policy bonuses,cross-border e-commerce in China has developed rapidly,and has become a major outlet of China’s economic development.With the reduction of traditional trade barriers,tariff and non-tariff barriers have been greatly improved.The inefficiency of trade,such as the complicated customs procedures,imperfect infrastructure and low level of science and technology,has become an important obstacle to international trade.China’s cross-border e-commerce trade belongs to a new mode of international trade.At present,there are few studies on the development of cross-border e-commerce from the perspective of trade facilitation.The lack of research in this field does not match the current situation of the rapid development of cross-border e-commerce market in China.Therefore,this study has significant theoretical significance.Based on previous studies,this paper constructs five first-level indicators and20 second-level indicators of Trade Facilitation Index System Based on WILSON index system.This paper uses principal component analysis to measure the overall and sub-indicators trade facilitation level of 16 countries in 2010-2017.After measuring the level of trade facilitation,based on the extended gravity model,the explanatory variables such as GDP,population,tariff,trade facilitation level and distance of the two countries are selected.Further,the fixed effectmodel of panel data is used to prove that trade facilitation level has a significant role in promoting cross-border e-commerce exports in China.Moreover,this paper subdivides the trade facilitation indicators into five first-level indicators into an expanded gravity model to explore the impact of five first-level indicators on China’s cross-border e-commerce exports.Then,this paper upgrades the trade facilitation level of 16 countries by one level and brings it into the previous regression model to get the average growth rate of potential trade when the trade facilitation level of each country is upgraded by one level.Finally,according to the previous empirical study,this paper puts forward some relevant and reasonable policy recommendations.According to the research,the level of trade facilitation is significantly different among countries.The level of trade facilitation in economically developed countries is relatively high and basically belongs to a relatively convenient or very convenient level.At the same time,the level of trade facilitation is rising slowly.However,the level of trade facilitation in China’s emerging cross-border e-commerce market is generally low,but it is rising faster.Trade facilitation has a significant role in promoting cross-border e-commerce exports in China.For every 1% increase in the level of trade facilitation in importing countries,the export volume of cross-border e-commerce in China will increase by 1.36%.Among the five indicators of cross-border e-commerce,the two most influential factors are customs environment and e-commerce environment.Finally,when the level of trade facilitation of importing countries is raised by one level,the average growth rate of China’s cross-border e-commerce export volume can reach 11.59%.Therefore,China should strengthen bilateral cooperation with major exporters of cross-border e-commerce in promoting the level of trade facilitation,promote the improvement of bilateral trade facilitation level,and further promote the development of bilateral cross-border e-commerce.We will deepen bilateral cross-border e-commerce cooperation and explore new growth points of cross-border e-commerce. |
