Although the COVID-19 has had a major impact on international trade and commerce,the trend towards economic globalisation has not been altered as a result.With the outbreak of the epidemic and the arrival of the crisis,cross-border e-commerce,a new form of trade,has shown great potential for development.In recent years,the rapid development of cross-border e-commerce in China has not only brought new opportunities for the development of China’s foreign trade,but also promoted the development of China’s foreign trade enterprises.With the implementation of the "One Belt,One Road" initiative and the escalating trade friction between China and the United States,our country is gradually shifting the focus of economic and trade cooperation to the ASEAN region.At present,ASEAN has developed into China’s largest trading partner.In the context of strengthening trade cooperation between China and ASEAN countries,cross-border e-commerce will become an important direction in trade cooperation.It is of great practical importance to explore how trade facilitation affects the development of cross-border e-commerce.How to improve the level of trade facilitation in the ASEAN region is of great significance to the development of cross-border e-commerce and foreign trade in China.This paper analyses this and makes corresponding recommendations.This paper takes ASEAN countries as the object of study.On the basis of an overview of the current situation of trade facilitation and cross-border e-commerce development between China and ASEAN countries,the internal mechanism of its role is analysed and relevant theories are introduced to explain it,followed by the use of global principal component analysis,based on the data released by IMD for China and ASEAN countries from 2010 to 2020 and the Global Competitiveness Report 2020-2022.A trade facilitation indicator system is constructed to measure the level of trade facilitation between China and ASEAN countries.On this basis,a fixed-effects model is applied to empirically test the impact of the level of trade facilitation on the total import and export of cross-border e-commerce,and thus its impact on the development of cross-border e-commerce.The empirical results are then analysed to show that the level of trade facilitation is significantly and positively related to the level of crossborder e-commerce development.In the concluding section of the article,corresponding policy recommendations are made for the development of cross-border e-commerce in China at both the enterprise and government levels.
