In recent years,cross-border e-commerce has been developing rapidly in China,and has become a new driving force in the development of China’s foreign trade.2020 saw the arrival of the new epidemic,and while traditional foreign trade shrank sharply,cross-border e-commerce showed strong resilience and maintained countertrend growth.Cross-border e-commerce,a new mode of international trade,has broken through the limitations of traditional foreign trade in terms of geography and space.With its low threshold,high frequency,low cost and high profit,it has become a rising star in China’s foreign trade,not only providing convenience for our consumers to purchase quality goods outside of China,but also optimizing the industrial structure and promoting the transformation and development of China’s foreign trade.At the same time,as the process of global economic integration continues to accelerate,trade cooperation between countries is becoming increasingly close.With the gradual weakening of traditional trade barriers,the impact of the invisible market access barrier of trade "non-efficiency" on international trade has become increasingly apparent.The reduction of "non-efficiency" in international trade has become a key concern for countries and trade organisations around the world.The Regional Comprehensive Economic Partnership Agreement(RCEP)was born in this context and has become the largest FTA in the world,with the total population,economic volume and total trade volume of its member countries accounting for about 30%of the global total,and the implementation of RCEP has led to a significant reduction in traditional tariff barriers.Therefore,promoting trade facilitation reforms has become a top priority for countries to promote trade exchanges.The impact of the level of trade facilitation on the development of cross-border e-commerce imports and how to use trade facilitation measures to promote the development of cross-border e-commerce imports in China are of great research value.This paper takes China’s cross-border e-commerce imports as the research object and takes trade facilitation in RCEP countries as the entry point.On the basis of existing research,we firstly conduct a theoretical analysis on the theories and impact mechanisms of trade facilitation on cross-border e-commerce imports.Finally,using principal component analysis,SPSS software was used to construct and measure the development level of the trade facilitation measurement system of RCEP countries.Using STATA software to introduce GDP and population as explanatory variables on the basis of the gravity model,and trade facilitation in RCEP countries as the core explanatory variables,a regression model was established on the scale of cross-border e-commerce imports in China to explore the impact of the level of trade facilitation in RCEP countries on crossborder e-commerce imports in China.The results of the study show that the level of trade facilitation in RCEP countries is mixed,and although the level of facilitation in each country is on the rise,there is still a gap compared to Singapore,which has the highest level of trade facilitation.The improvement of trade facilitation in RCEP countries has a significant positive effect on the development of cross-border e-commerce imports in China.It is thus clear that improving the level of trade facilitation in RCEP countries is crucial to China’s crossborder e-commerce imports.Finally,in view of the above research findings,suggestions to promote the development of cross-border e-commerce imports in China are put forward.
