Objective:This research uses literature research,Delphi method,analytic hierarchy process and entropy weight method to build an evaluation index system for the ability of university librarians in the context of smart libraries,establish the weight of each index combination,verify the rationality and applicability of the index system through empirical research,provide systematic reference for the assessment and evaluation of librarians,and promote university librarians to improve their professional ability and service awareness,Repositioning oneself and quickly integrating and adapting to the new intelligent environment.Methods:This study adopts the literature research method to search for relevant literature on the ability of domestic and foreign librarians,as well as the legal policies introduced.It extracts and summarizes the relevant elements of the evaluation indicators for the ability of librarians,and preliminarily constructs a system of evaluation indicators for the ability of university librarians in the context of smart libraries.The Delphi method method was used to invite experts in the field to conduct two rounds of consultation,and the indicators were modified and improved in multiple rounds until the opinions were consistent,so as to determine the final evaluation system.Using the entropy weight method,the objective weight of each indicator is determined based on the expert’s rating of the importance of each indicator item;Using the Analytic Hierarchy Process(AHP),a judgment matrix is constructed based on indicators at all levels to compare the importance of each indicator in pairs,in order to determine the subjective weight of each indicator,and to determine the combined weight of each indicator through a combination of subjective and objective weighting.Finally,an empirical analysis was conducted using librarians from three medical undergraduate colleges in Shanxi Province as examples to verify the rationality and applicability of the evaluation index system.Result:1.The 20 experts invited in the formal survey phase of this study are from 9 provinces and cities across the country.They are engaged in the fields of information literacy education,discipline services,library management research,etc.The proportion of experts with associate professor titles and above reaches 90%,and the proportion of experts with more than 20 years of work reaches 60%.The included experts are representative in professional technology and practical experience,providing guarantee for the reliability of research results.2.Two rounds of Delphi expert survey questionnaires were collected,with effective response rates of 80% and 100%,respectively.A total of 10 experts provided suggestions,and the expert authority coefficient was 0.88,indicating good expert enthusiasm and authority.After the two rounds of expert consultation,the coefficient of variation(CV)of the importance score of the indicators ranged from 0.07 to 0.19 and from 0.05 to 0.18,respectively.The Kendall coefficients of the three levels of indicators were 0.325,0.303,0.344 and 0.352,0.337,and 0.356,respectively.The consistency of the second round was higher than that of the first round,and the P-values were all less than 0.001,indicating good consistency of expert opinions.3.This study ultimately constructed an evaluation index system for the abilities of university librarians,which includes four primary indicators: basic ability,core professional ability,intelligent service ability,and career development ability,12 secondary indicators,and 41 tertiary indicators.The weights of each level of indicator combination were determined through Analytic Hierarchy Process and Entropy Weight Method.Among them,the first level indicators and their weights are: basic ability(0.2720),core professional ability(0.2720),intelligent service ability(0.2405),and career development ability(0.2155).The weight range of the second level indicators is 0.0543~0.1319,and the weight range of the third level indicators is 0.0072~0.0699.4.By evaluating the ability level of librarians in three medical undergraduate colleges and universities in Shanxi Province,it can be concluded that the scores of librarians in these three colleges and universities are ranked as College A,College B,and College C.This result is basically consistent with the actual ranking of the three colleges and the current development level of university libraries in Shanxi Province,indicating that the evaluation system has a certain degree of rationality and applicability,and can reflect the overall level of librarians to a certain extent.Conclusion:The evaluation index system for the ability of university librarians constructed by this research institute has high enthusiasm from experts,concentrated and coordinated opinions,and scientifically reasonable indicator weights,which comprehensively reflects the ability requirements of librarians under the new situation of smart library development.The establishment of this system provides a detailed and powerful basis for the employment,training,and assessment of university librarians on the one hand;On the other hand,it helps librarians to improve their professional abilities and service awareness based on the evaluation results,in order to better adapt to the new networked environment and promote the intelligent management and service level of university libraries.Librarian capacity building is the core of smart library construction.This study proposes development suggestions for the ability improvement and talent team construction of university librarians in the context of smart libraries,based on the weight of indicators at all levels of the evaluation system and the evaluation of librarians’ abilities in three medical undergraduate universities in Shanxi Province,starting from four dimensions: basic ability,core professional ability,smart service ability,and career development ability.
