Research On The Legal Regulation Of Children’s Services In Public Libraries In China

Children and adolescents are the development of the country and the future of the nation,and children’s reading has been described as the "root project" of the country.As the "second classroom" of children’s thinking,public libraries have an important responsibility and obligation,and children’s services have become an indispensable part of public library services.Therefore,it is of great theoretical and practical significance to study the legal regulation of children’s services in public libraries in order to regulate the development of children’s services in public libraries in China.The article starts from a survey of the current situation of legal regulation of children’s services in public libraries in China,and mainly adopts the textual analysis method to interpret the provisions of the 94 existing legal regulations related to children’s services in public libraries,and finds that the construction of the legal system of children’s services in public libraries in China has made some progress,which is mainly reflected in five main aspects: service principles,service resources,service content,communication and cooperation,and legal responsibility.To a certain extent,this has ensured the standardized development of children’s services in public libraries in China.However,at the same time,the construction of the legal system of children’s services in public libraries in China still has some space for further construction and improvement in the future,mainly in five aspects:the construction of the legal standard system,the allocation of legal standard service resources,the legal standard service content,the legal standard exchange and cooperation,and the legal standard responsibility implementation.In view of the current construction status,the article puts forward corresponding suggestions for improvement from the following aspects: First,to establish and improve the legal standard system,which mainly includes implementing the principle of legislation for children first,introducing special legislation for children’s services,and formulating supporting rules for implementation of regulations;second,to improve the allocation of legal standard service resources,such as optimizing the allocation of resources for children’s collections,establishing standards for children’s service professionals,and supplementing children’s service Third,improve the legal regulation of service content-related provisions,mainly from the extension of the radius of the scope of children’s services,additional special children’s service activities,supplementing the service provisions of children’s disadvantaged groups;Fourth,optimize the legal regulation of exchange and cooperation provisions,including the enrichment of inter-library exchange and cooperation,the construction of children’s service cooperation network;Fifth,improve the legal regulation of responsibility for the implementation of the effectiveness,such as supplementing Fifth,to improve the effectiveness of the implementation of legal responsibility,such as supplementing the legal responsibility determination provisions,clarifying the legal responsibility of service subjects,etc.,so as to promote the continuous improvement and development of the legal regulation system of children’s services in public libraries in China.
