In the 21 st century,with the rapid development of Internet information technology,information resources have gradually become the fourth resource after capital,science and technology,and talents.The value of information has received more and more attention.Information technology has a huge impact on the social economy and has profoundly changed human life.However,the information technology revolution has led to changes in the business environment and competitive paradigm of enterprises,and has brought new issues and challenges to enterprise management.In this context,enterprises are facing unprecedented opportunities and threats.On the one hand,information technology change brings new ideas to enterprise development;on the other hand,the development of information technology has also led to the occurrence of many intelligence and information security incidents.The information age has made intelligence dissemination and access wider and easier,but it has also made intelligence theft more common and difficult to prevent.The endless intelligence theft incidents in the market have fully exposed many problems such as insufficient government supervision,imperfect relevant systems,and ineffective public complaints.Therefore,how to formulate optimal policies for the government to effectively avoid the occurrence of market competition intelligence violations has become an urgent problem to be solved.Firstly,this paper selects high-tech enterprises and low-tech enterprises as the game subjects and constructs the evolutionary game model of competitive intelligence behavior of both enterprises.According to the analysis of the stability of the evolutionary game,it is found that the evolutionary strategy of the two parties can achieve a stable equilibrium under certain conditions,but it is not the optimal state.Therefore,it is necessary to find a more reasonable and effective method to promote the evolutionary game of competitive intelligence behavior of both enterprises to achieve a reasonable equilibrium state.Therefore,this paper introduces the government as the third-party regulatory body,and constructs a tripartite evolutionary game model based on the government,high-tech enterprises and low-tech enterprises.Then,the stability of the evolutionary game is analyzed,and three stable equilibrium points are obtained.Then,Matlab 2016 a software is used for simulation to verify the scientificity and effectiveness of the model,and the behavioral strategy selection and system evolution trajectory of each participant are analyzed in detail.Finally,according to the results of simulation,the corresponding enterprise competitive intelligence management strategies are proposed for the government and enterprises.The government should strengthen market supervision,improve the punishment system for violations,strengthen government incentive policies,promote enterprise information protection,and increase media publicity and public participation.Enterprises should strengthen their own management,carry out anti-competitive intelligence work,and implement internal training to improve employees ’ awareness of anti-competitive intelligence.At the same time,they should cooperate with the government and universities to strengthen the training of intelligence talents.
