| With the continuous development of modern information technology,the electronic information manufacturing industry has become one of the pillar industries of the national economy,which plays an important role in the high-quality growth of the economy,the transformation of the development mode and the upgrading of the industrial structure.But with the deepening of economic globalization,our industrialization development gradually enters the late stage,labor cost rises,transportation cost increases,resources and environment constraints tighten,which makes our traditional competitive advantage lose gradually.At the same time,developed countries led by the United States,the European Union and Japan are vigorously promoting the repatriation of high-end manufacturing in order to maintain the security of their own industrial chain and supply chain.The emerging developing countries,led by India and Vietnam,are taking part in international competition by virtue of their comparative advantages such as factor driving and demographic dividend,emulating the road of China’s economic rise,developing medium and low-end manufacturing industries,and undertaking the industry transfer from our manufacturing industry.This forms the obvious substitution effect and the competition effect,and makes the development of Chinese electronic information manufacturing industry face double pressure.Among them,in recent years,the rise of "Make in India" has aroused wide attention and become one of the hot topics today.A large number of Indian undertake the processing and assembly of electronic information manufacturing industry,and in the mid-and low-end manufacturing field,which shows strong international competitiveness,forming a significant replacement effect for our country.In terms of national strategy,Indian Prime Minister Narendra Modi put forward the "Make in India" strategy and the "Digital India" plan after taking office,which coincides with China’s "Made in China 2025" strategy,which also reflects the two countries’ emphasis on manufacturing innovation and development.It is an urgent question to study and ponder how to actively deal with this external development trend,stabilize the domestic supply chain of electronic information manufacturing industry,and enhance the leadership of the industrial chain.In this context,based on the perspective of global value chain research,this paper adopts the research methods of "GVC status index" and "GVC participation index" proposed by Koopman(2010),and utilizes the latest data of Ti VA database in2021 version jointly released by OECD and WTO.The GVC status index and GVC participation index of the electronic information manufacturing industry of China and India from 2004 to 2018 were calculated by Matlab statistical analysis software,and the change trend of the international division of labor status and the participation degree of global value chain in the field of electronic information manufacturing of China and India was compared and analyzed,and the gap between the two countries and the powerful electronic information manufacturing countries was defined by international comparison.Based on the calculation results,this paper draws the following three conclusions: First,the scale of export value added of China’s electronic information manufacturing industry has obvious advantages,but the gap between India and China is narrowing.Second,the position of China’s electronic information manufacturing industry in the global value chain is slightly higher than India’s,but in recent years,China and India show a close competitive situation.Third,India’s participation in the global value chain of electronic information manufacturing has gradually surpassed that of China,showing strong international competitiveness in the middle and low-end manufacturing field.Finally,this paper briefly analyzes factors such as factor resources,policy environment,international cooperation and industrial base,and puts forward effective policy suggestions for the development of Chinese electronic information manufacturing industry: first,implement the innovation-driven development strategy to promote the continuous improvement of industrial innovation capacity.Second,we will continue to improve the business environment and open up at a higher level.Third,comprehensively train high-quality personnel and promote the transformation of demographic dividend into talent dividend.Fourth,we should rationally examine the competitive and cooperative relationship with India and proactively maintain the security of our supply chain. |
