The traditional business operation mode of operators relies on the infrastructure of telecommunications companies to sell voice calls,text messages,and traffic.With the emergence of instant messaging applications such as WeChat,Facebook Messenger,and WhatsApp,both domestically and internationally,operators’ voice and text message tariff revenue has significantly declined.Faced with future development trends,telecom operators should transform and explore in the digital direction,utilizing the advantages of their own telecom infrastructure providers to achieve hardware composite networking,and building an application service ecosystem on top of it,in order to increase the proportion of digital products in the overall revenue of the operators.In 2021,H Telecom’s digital business revenue reached 159.4 billion yuan,an increase of 26.3%year-on-year,accounting for 59.5%of H Telecom’s total increment.In order to promote Digital transformation,H Telecom increased its investment in digital business and added a large number of digital engineering projects.In order to rapidly promote Digital transformation and maximize its technology and resources,H Telecom outsourced some non core businesses to third-party companies.Among a large number of digital projects,software outsourcing is the most common and important development method for H Telecom to strengthen digital development.Software outsourcing reduces the management of software developers and improves the efficiency of digital transformation.But there are also many risks,such as outsourcing fraud,outsourcing collusion,chaotic demand management,information system security vulnerabilities,project quality non-compliance,and other risks.This article starts from the characteristics and current situation of H Telecom’s software outsourcing projects,starting from project management theory and risk management status,and analyzes the risks existing in H Telecom’s software outsourcing projects.Firstly,based on the software outsourcing lifecycle,the process is divided into three stages:project initiation,R&D monitoring,and acceptance and delivery.Then,risks are identified in stages through brainstorming,checklist,and flowchart methods to form a complete risk list.Secondly,through expert questionnaire surveys,risk evaluation indicators for each stage are selected,and a risk indicator evaluation system is established.The selected indicators are designed into target layer,criterion layer,and scheme layer from aspects such as goals,influencing factors,and decision-making objects,and a hierarchical structure model is established.Secondly,based on the established hierarchical structure model,the importance of each element at the same level and node is paired and compared to construct a hierarchical judgment matrix.Then,the indicator weights are calculated using the Analytic Hierarchy Process.Secondly,based on the theoretical knowledge of survey method and fuzzy comprehensive evaluation,a software outsourcing fuzzy matrix is constructed to calculate the fuzzy comprehensive evaluation value of software outsourcing indicators.Finally,based on the evaluation results,risks are graded and handled,and methods such as risk avoidance,risk mitigation,risk transfer,and risk acceptance are adopted to respond and control risks.This research achievement is combined with the actual software outsourcing management of enterprises to provide guidance for risk management of other software outsourcing projects in the company.At the same time,a complete set of risk indicator system and risk evaluation system for software outsourcing project management has been established.It is hoped that through the research on risk management of software outsourcing projects,it can provide reference for risk management for software outsourcing projects of similar companies.
