Transmission network is the basis of the entire telecom network, as a variety of businessnetwork and service delivery carrier. With the issuance of3G licenses, China’s telecom operatorswill face traditional business to change the entire business operations; same time, our mobileongoing government sector promotion and application of information, improve the government, ourcustomers and the sharing of information between enterprises and communication. The localtransmission network will be made more business needs, thus, Guangdong Mobile to further meetthe fast-growing business needs and introduction of new technologies needs urgent expansion andimprovement of the local transport network construction.However, due to communication construction project has a high degree of complexity involvedin multi-unit, short construction period, the external environment and other characteristics, makingcommunication projects, especially mobile communications projects facing the social environment,natural environment becomes increasingly complex, the project contains a significant increase inuncertainty, and these uncertainties in the event, will affect the project’s major objectives (time, cost,quality, etc.) to achieve. Thus, the communication project management must be changed fromextensive to modern project management, emphasis on communications engineering project riskmanagement, formulate a reasonable risk response measures to avoid or minimize the losses causedby occurrence of risk factors.This paper uses theory and method of project risk management, with the current mobiletransmission network construction project as an example, this paper introduces the general situationof the project; And use the work breakdown structure for each project, identify the key risk factorsin the process of project implementation, including: design risk, project risk, project managers, teamcooperation risk, natural climate risk and so on nine big risk factors; Using the theory of bayesiannetwork method for calculation, the probability of each risk factors occur risk factors is calculatedthe strength; For various risk factors of the evaluation results put forward the corresponding copingstyles, including preparation of risk response plans, develop project risk management monitoringprocess.Finally, combined with the previous analysis, and points out that the communicationengineering construction project risk management problems, and put forward the scientific riskmanagement methods, establish and improve the communication construction project risk management mechanism, the introduction of professional risk management mechanism, improvethe risk management system and so on some assumptions.
